- Software Engineering (June 95 - Present) - Selected to manage
the integration of numerous enterprise-wide production software systems, the
majority of which were hosted in an ORACLE database, client-server Windows NT
environment. Smaller transaction based systems were hosted in Microsoft Access
as interim solutions. In addition to the management of analysts, application
developers, and DBAs, also responsible for the integration of third party
solutions from contractor providers. This requires the development of
performance based statement of works that require strict deliverables during
all phases of the systems development life cycle. The integration efforts
require the development of ORACLE based solutions in order to provide interim
capability prior to completion, as well as serve as a stable platform for data
migration. Designer 2000 is used as the CASE tool, ORACLE Developer Forms 4.5
and Reports 2.5 are used to migrate the CASE generated applications into final
production system deliverables. Recognized in performance based awards for the
early delivery of the project management solution, contributions to business
system requirements and strong technical engineering oversight. Also
recognized for the migration of the Division engineering management system
(EMS) to the entire Department.

Promoted to manager in charge of all software engineering development efforts.
The efforts required the oversight of approximately 100 engineers, analysts,
system professionals and support personnel with a $10 million annual operating
budget. Support to corporate sponsors required engineering supported business
plans for a congressional line item budget of $100 million per year. Delivered
a complete engineering management system (EMS), hosted in ORACLE, that provided
budget planning, cost accounting and performance reporting. I was personally
recognized at the level of the Secretary of Defense for both business and
software initiatives and associated cost savings in excess of $20 million.
Supervisory Engineer
(May 87 - April 89) - Supervisory position responsible for
both Avionics test program development and databased applications. The effort
required an integration of numerous management related systems that were hosted
in a variety of environments. Developed structured methodologies for software
engineering and differentiated roles for various IT professionals (i.e.,
analysts, application developers, DBAs, etc.) Recognized for the introduction
of relational database technology through a structured methodology (ORACLE CASE
Solution), defined deliverables and established separate career paths for the
IT professionals.
Project Engineer
(Oct 85 - May 87) - Promoted to project engineer in charge of
test program development for digital avionic systems. Recognized for the
project management initiatives placed on each of the efforts, as well as for
introducing a software management system hosted in ORACLE.
