Under AMTI management developed the corporate security handbook and manuals and acted as both Facility Security Officer and Special Security Officer, served as a writer, editor and proposal manager for several proposals, and wrote both the feasibility study and business plan for what would become the OSU-UML. Under AMTI/SAIC management planned and oversaw infrastructure construction of the telecommunications network, the building infrastructure and design, and the business operations and security centers. The design became a national model for new high safety, high security laboratories.

Designed and built a 2300 square foot Sensitive Compartmentalized Information Facility to both A-128 and DCID 6/9 (replaced by ICD 702.5) standards and secured DIA approvals to certify the space.

Developed and wrote a comprehensive security plan, policies and procedures and standard operational procedures for both collateral and special security that was adapted company-wide.

Operated as proposal manager or capture manager on several large multi-award, multi-company proposals ranging in size from $10 million to $1 billion, including team reviews at multiple levels.

Program manager for biometrics with duties ranging from strategic business alliances and determining business trends to winning a portion of the $1 billion BOSS-U biometrics contract with Computer Sciences Corporation.
