OBJECTIVE:

To obtain an executive position as Chief of Police in a police agency where I can utilize my

extensive experience in law enforcement i.e., police operations, strategic planning, proven

management skills and proactive community policing that meet the needs of the community

while maintaining highest morale, strong and positive leadership style, supports and inspires

excellence in others, promote team solidarity, make decisions in fast-paced and stressful

environments. I have a total of twenty-six (26) years of law enforcement experience. Twenty-

four and a half years with the City of Miami Police Department; with a retirement as a Major

of Police/Post Assistant Chief of Police as of April 2004. I have been employed with the

University System of Georgia Board of Regents as the Chief of Police for Albany State

University since October 1, 2005.

I have extensive law enforcement background with expertise in human resource

development, leadership, strategic planning, emergency management, policy

writing/revisions, training management and a host other related topics.

Managed the day-to-day operation of the Police Department Communications Center to

ensure the Department provided the highest level of support to field units as they respond to

all request of calls for service from the communities in the City of Miami.

Miami Police Department; Lieutenant of Police, Commander of the Investigations

Unit

Oversaw and commanded the following details' function:

Auto Theft Detail; Commander and oversaw of the investigations of all stolen,

recovered vehicles in the City of Miami, and work with the Auto Theft Task Force in

Miami-Dade and Broward Counties.

Career Criminal Detail; Track all career criminal when they are released in the

City of Miami. Work closely with the Probation and Parole Departments.

Fraud & Forgery Detail; Manage the investigations of fraud cases in the City of

Miami as well as work closely with the FBI of fraud and forgery involving bank

transactions.

Pawn Shop Detail; Manage detective who investigate all Pawn Shop transactions

as required by law in the City of Miami.

Economic Crimes Detail; Oversaw the investigations of economic crimes

including violation of labor laws.

Warrant Management Detail; Command the operations of serving warrants

issued in the City of Miami, utilizing the SWAT team for violent offenders arrests.

Miami Police Department; Major of Police; Support Services Section (2 years)

Managed and oversaw the Planning & Research Unit, Computer Integration Unit, Grant

Coordination Unit, Building Maintenance of police buildings and compounds, i.e. sub-

stations and mini-stations, Special Projects, i.e. Department Annual Report, Policing by

Objectives, updated Departmental Orders, Crime Analysis; collects, collate and disseminate

crime data, Records Unit, main repository of police reports, sale of reports to the public,

Computer Aide Report Entry (C.A.R.E) computer entry of police incident and arrest reports

for submission on crime statistics.

Directed the following unit s functions;

Planning and Research Unit: Long range and short range strategic planning that

are relevant to keeping the police department on the cutting edge of technology, and

program developments that ensured the department kept up with the constant

changes in business management.

Grant Coordination Unit: Research all grant opportunities, prepared grant

applications, monitor awarded grants, and maintain file on each grant. Negotiated

and obtained grant funds from the Federal Government, i.e., COPS MORE, COPS

AHEAD, SUPPLEMENTARY HIRING, UNIVERSAL HIRING, DOMESTIC

VIOLENCE GRANT, and a host of other grant initiatives. Obtained over $80

million dollars in grant funding from the Federal Government for the department.

Emergency Management: Personally trained the entire police department in civil

disturbance training and emergency mobilizations; police building evacuation, and

Hurricane operations. Ensured the department was trained to respond to any

disaster or emergency situation that occurs in the City of Miami which resulted in a

threat to public safety.

Integrated Criminal Apprehension Program (ICAP): Managed a comprehensive

crime and operations analysis information service to the police department. Managed

one of the department's largest computer project; a multi-million dollar computer

conversion project with the Unisys Computer Corporation. This major project

included converting the entire police department to a personal computer network,

i.e., e-mail, scheduling, controlled internet access, mobile lap-top computers for

patrol officers' vehicle, record management system, property management system,

and a host of other functions.

Crime Analysis: Analyzed, collected, collated and disseminated data related to crime

trends to management and patrol officers. This information was used to proactively

combat crime in the City of Miami, and to ensure more effective and efficient

deployment of human resources.

Court Liaison Unit: Oversaw the unit function to ensure attendance by police

department personnel at all judicial proceedings arising from the law enforcement

efforts of the department.

Records Unit: Personally restructured the Record Unit to be more efficient and

responsible in its primary function as the repository of official documents generated

by the department. Uniform Crime Report (UCR) codes all police reports for crime

statistics that are reported to the FBI.

Building Maintenance Unit: Managed the security and responsibilities for

maintenance of all police department buildings, i.e., sub-stations, mini-stations and

central headquarters.

Miami Police Department Major of Police; Personnel Resource Management Section

(3 years)

I managed personnel actions of over 1,300 employees in Miami Police Department and the

hiring of all personnel joining the City of Miami Police Department which included the

following units:

Backgrounds Investigations Unit; Recruitment, conduct thorough backgrounds

investigations on all personnel sworn and civilian working for the police department.

Miami Police Department Regional Training Center; Managed the Police

Department Regional Training Center, and training of Public Service Aides and Police

Recruits in the Police Academy, Florida Department of Law Enforcement mandated

courses, Region XIV training, mandatory in-service training, firearms qualification,

police survival training techniques, promotional and civilian training courses.

Personnel Unit; The hiring of all personnel within the police department with 1,350

personnel, approval of budgeted positions in the police department, Payroll Unit

processing of payroll for the entire police department, personnel actions, salary increases,

probationary and annual evaluations, EEOC complaints, represented the Chief of Police

at Civil Services Hearings, promotional interviews and sexual harassment procedural

training.

Health Services Unit; Monitored light-duty and limited-duty personnel, departmental

random drug testing, psychological and medical fitness for duty evaluations, disability

pension board hearings, department safety officer and a liaison between Risk

Management and sick or injured personnel.

Court Liaison Unit; Worked closely as a liaison with police personnel and the court

systems, i.e. State Attorney s Office, Public Defender s Office, Judges, private attorneys,

criminal and civil cases related to police actions.

Miami Police Department; Patrol Lieutenant of Police

Commander of Central Patrol; the delivery of police services to the community, i.e.,

dispatched or self-initiated calls for service by patrol personnel. Patrol the areas of

Overtown, Downtown, Allapattah, Wynwood, and citywide commander responses if

needed.

Sergeant of Police/Rangemaster of the Firearms Training Detail

Supervised the Police Department Firearms Training; Certified State Firearms Instructors,

certified Glock Pistol Armor. Supervised firearms training and qualifications for the entire

police departmental sworn personnel 1,300 plus certified police officers, State firearms

qualifications for police recruits in the police academy.

Sergeant of Police/Police Academy Detail

Directed the Training of all Miami Police Public Service Aides and Police Recruits in the

Police Academy. Worked closely with the State of Florida Criminal Justice Standard and

Training Commission, Miami-Dade School of Criminal Justice and Safety Administration,

and other law enforcement agencies.

Director/Supervisor of Miami-Dade Community College Police Academy for the

City of Miami; Instructor; Firearms, Defensive Driver Instructor for State of Florida.

Cultural Diversity Trainer, Certified Police Promotional Assessor.

Police Officer/K-9 Handler 8-Years Experience

I have 960 hours of training as a k-9 handler. Conducted hundreds of building and area

searches for criminal suspects, school presentations, and hundreds of k-9 apprehensions of

criminals.

Police Officer Street Patrol

Responded to calls for service within a specific patrol zone in the City of Miami, enforced

criminal and traffic laws.

Sergeant and then the Commander of Miami Police Honor Guard:

I assisted with the creation the first Honor Guard Detail for the City of Miami Police

Department. After one of my riding partner was shot and killed in the line of duty, I along

with my academy training advisor saw a need and created a Class "A" Honor Guard

Uniform Detail to provide honors at officers' funeral who were killed in the line of duty. To

date this detail still exists and I have trained numerous police agencies in creating their own

honor guard. The honor guard is recognized throughout the law enforcement community.
