06/2009 to 07/2011; Marine Forces Command, 1775 Forestal Drive Norfolk, VA

Served as the primary liaison officer and principal advisor between the Marine Corps and Joint Forces Command reviewing all Joint Manpower requirements set forth by the Chairman of Joint Chiefs of Staff; managing the joint Force Provider and Global Force Management Program/Process for Marine Forces Command.

Reviewed and analyzed Joint Forces request for Marine Corps Manpower, reviewing the entire 202,000 officer and enlisted manpower inventory maintained by the Marine Corps to determine the Marine Corps’ ability to support and sustain individual Augmentations to over 20 Joint Manning Documents (JMD).

After in depth and detailed analysis, provided Marine Corps manpower recommended Sourcing Solutions to Headquarters Marine Corps, reviewing the long range impacts of utilizing Marines to serve as Individual Augments on the proper employment of the Marine Expeditionary Force (MEF), the Marine Air-Ground Task Force (MAGTF) and future Marine Operations.

Served as the Station S-1 Officer, Station Adjutant and Headquarters and Headquarters Squadron Adjutant.

Assisted the Commanding Officer in the daily operations of Marine Corps Air Station housing over 5,000 military personnel, civilians, manpower resources and family members.

Managed the timely submission Awards and Fitness Reports for the Air Station and Headquarters and Headquarter Squadron, as well as correct and tracked all correspondence sent to and from the Commanding Officer.

Supervised a staff of 3 Marines and 8 civilian employees. Was responsible for establishing FITREPS, evaluation and performance standards. Set on hiring panel to fill vacant positions. Approved leave, training and travel requests. Oversaw any disciplinary issues and provided counseling and recommendation dispensation. Assisted in writing of employee objectives, PD’s and award submissions.

Served as Office in Charge of the Station Post Office, Installation Personnel Administration Center, Id Card Center and Joint Reception Center serving over 5,000 military personnel, civilians and family members.

After working with Civilian Employee Supervisors, the Human Resource Office and reviewing Letters of Allowance (LOA’s), completed Headquarters Marine Corps directed review of all civilian and foreign national employees. Over 500 mistakes were discovered and submitted the required changes to HQMC to ensure the Air Station had an accurate Table of Organization (T/O) and Table of Equipment (T/E), leading to the re-structure of several sections and offices aboard the Air Station.

Served as a voting member of the National Security Personnel System (NSPS) Pay Pool, reviewing civilian employee position descriptions, supervisor evaluations and award payouts for over 90 civilian employees.

Assisted Human Resources Manager in the instruction of how to properly write, review and access employee objectives and PD’s in preparation for the transition from GS to NSPS.

Received training in Lean Six Sigma, sponsored two Black Belt Projects and assisted on several other Green Belt Projects. One of the Black Belt Projects required the survey of Air Station Residents on the level of transportation support from OCONUS to CONUS. Based upon the survey and data retrieved from various sources, the Black Belt Team developed a long-range plan that provided bus service to and from Hiroshima Airport providing needed logistical support fro Service Members and their family members during PCS, Leave and Official Travel. Subsequently the data from the Black Belt Project was used across various outside agencies and lead to the return of routine flights of the Patriot Express to and from Iwakuni, Japan providing a more efficient and reliable movement of DOD personnel and dependents to and from Iwakuni, Japan.

Served as a voting member on the Relocation and Assistance Committee.

Served as a non-voting member for the Marine Corps Community Services (MCCS) Budget Committee, reviewing financial resources for over 2 Million Dollars.

Served as the Station Casualty Assistance Officer (CACO), providing guidance and support to the Commanding Officer on all Casualty Issues, also taught two CACO classes to tenant and subordinate commands.

On two separate occasions the Postal Room at 1/5 was recognized at the best within 1st Marine Division.
