Prof. ALAN F. FOWLER DPhil

A broad education and wide professional experience have involved the theory and practice of
development, bridging diverse types of institutions. Formal education to doctoral level includes
studies in: the organisation and management of development, politics and political-economy, rural
extension, vocational training, education and electronic engineering. Over forty years work as a
project manager; an adviser to a range of development organisations; as a Visiting Fellow at the
World Bank Washington, D.C. and with the Society for Participatory Research in Asia, New Delhi: as
well as a programme officer in the Ford Foundation. This practical knowledge is complemented by
research, writings and appointments as an affiliate Professor, Erasmus University, the Netherlands;
as an honorary research professor, Centre for Civil Society, University of Natal; and as a visiting
Senior Research Fellow at Oxford Brookes University. I have additional working experience in
French, Dutch and Arabic speaking countries as a teacher, a manager in transnational companies
and as an engineer. Co-founder, in 1991, of the International NGO Training and Research Centre
(INTRAC) based in Oxford, U.K, and in 2005 of Inter-Mediation International, a US registered NGO
dedicated to enhancing the relational capabilities of development actors. Recent voluntary service
has been as board member and past president of the International Society for Third Sector Research
(ISTR) and as a board member of CIVICUS, the World Alliance for Citizen Participation.
Publications span this range of experience, with an emphasis on the capacity and functioning of civil
society, non-governmental organisations (NGOs) and their relations with states and funding
agencies. Applied work has included the direct management, design and evaluation of local
development initiatives in the areas of governance, strategy, analysis and advice on international aid
policies and programmes as well as the reform of development institutions.
Current advisory services centre on: 1) civic agency and governance; 2) capacity development and
its evaluation, particularly of collaborative arrangements; 3) new philanthropic foundations; 4) aid
system policies; 5) enhancing international scholarship about civil society; 6) organisational design
and change, including providing human resource development. Research, analysis and publications
focus on civic driven change, applying complexity theory to development; comparing civil societies;
the nature of mutual helping and philanthropy of the poor.
