Education: Bachelor of Science in Education, Indiana University of Pennsylvania

1968-1974: National Representative, American Federation of Teachers

Involved in the early stages of securing bargaining rights and negotiating contracts for public school teachers.

1974-1982: Executive Assistant to President Albert Shanker, American Federation of Teachers.

Directed staff of thirty-eight National Representatives responsible for organizing new AFT affiliates and negotiating contracts throughout the United States.

1982-1992: Director of Field Activities, Public Employee Department, AFL-CIO.

Helped create the Public Employee Department at the AFL-CIO in Washington D.C. and created Public Employee Committees in thirty seven AFL-CIO state federations.

January 1992 thru November 1992: National Labor Coordinator & Assistant to the Campaign Manager, Clinton-Gore Campaign.

November 1992 thru January 1993: Labor Liaison, Clinton-Gore Transition Team

February 1993 thru January 2001: Deputy Assistant Secretary, Office of the American Workplace, United States Department of Labor.

Worked with Secretary Robert Reich to create strategies designed to help employers and employees in both public and private sector workplaces create a less adversarial, more collaborative labor-management culture. Was the Designated Federal Official on the Taskforce for Excellence in State and Local Government and helped write the Taskforce publication, Working Together for Public Service. As a political appointee and consistent with tradition, I resigned from that position upon the swearing-in of President Bush.

February 2001 thru June 2003: Investment Consultant.

Worked with public sector retirement funds seeking to invest in private sector, high performance workplaces...those that embraced the collaborative labor-management culture.

July 2003 thru June 2010: Manager of Employee Relations, Charlotte County (Fl.) Public Schools.

Hired by superintendent and school board to introduce and implement a less adversarial, more collaborative labor-management culture. The initiative was designed to improve both the labor relations climate and the quality of education. Both objectives were achieved. Employees became substantially more involved in the day-to-day decision-making process and student test scores improved substantially, both outcomes consistent with a growing "speed of trust" among stake holders. I also wrote a publication, "Collaborating for Student Success," that documents training techniques and project results. The publication is available for review. I retired from the District in June 2010.

September 2010 thru September 2012: Executive Director, Charlotte County School Employee Unions.

Served at the pleasure of two union presidents; continued to implement the collaborative structure; trained both labor and management representatives in interest-based techniques, and represented employees in day-to-day work related issues.

Two new officers were elected and began serving in July, 2012. They chose to go a new staff direction and I was terminated as Executive Director on September 17, 2012.
