Commander Destroyer Squadron 31: Executed responsibilities as CARAT 98 Task Group

Commander and CATF, Lincoln Battle Group Sea Combat Commander, and as the CINCPACFLT ASW

Squadron Commander. During CARAT, expertise as Task Group (TG) Commander, Submarine

Element Commander (SEC), and Amphibious Task Force Commander (CATF) for multiple Company

sized landings. ISIC for 3 DDG51, 2 DD963, 2 FFG36 class ships, and 1900 sailors. Led and

mentored 14 Commanding Officers and a staff of 20. Conceived and executed a first ever MOU

between a Squadron Commander and the Afloat Training Group improving efficiency,

effectiveness and coordination in unit training. Developed plan for initial crew

certification of USS O Kane (DDG70). Developed expertise in ASW tactics, operational

schedules, fuel management, and training and material readiness. The later included all

aspects of operational and material readiness such as training and maintenance

availabilities, live and virtual training at sea, and Engineering, Combat Systems, and

TOMAHAWK certifications.

Commanding Officer USS Moosbrugger (DD980): Deployed to SIXTH Fleet with the Theodore

Roosevelt Battle Group establishing new real world records for SQQ-89 passive ASW

operations; led crew preparations and training leading to completion of pre deployment

Refresher Training, INSURV and Operational Propulsion Plant Examination with above average

results; with only six days notice prepared ship and crew and deployed to the Red Sea with

the Kennedy Battle Group boarding over 30 merchant vessels while enforcing UN Sanctions in

Operation Desert Shield.

Executive Officer USS Nicholas (FFG47): Led pre-commissioning crew organization and

training and primary point of contact with Bureau of Naval Personnel and Fleet

Introduction and Training (FIT) Team resulting in successful implementation of crew

phasing plan, crew certification, operational propulsion plant examination, refresher

training, and INSURV. Led and managed crew preparations for crew work package and crew

training during Post Shakedown Availability (PSA) leading to second round or above average

operational propulsion plant examination, INSURV, and refresher training. Overall result

was uncommon receipt of two consecutive Battle Efficiency E awards for the ship and crew

in the first two years of commissioned service.
