RESPONSE PHASE

Provide Procurement and Contracting support to the Logistics Section during the BP MC252-Deepwater Horizon Incident. Served in PSCM Leadership positions at the Mobile, AL Incident Command Center, the New Orleans Unified Area Command Center and later, as restoration efforts evolved, Florida and Alabama Branch Areas of Operations.

Orchestrated a team of contractors consisting of Survey Crews, Construction Barges, Shallow Water Tug Boats, Diving Crews, and other land based support activities engaged in surveying, removing, recovering, and disposing of 2,200 steel and wooden pilings and 2 miles of floating pipe boom around coastal Louisiana from Lake Ponchartrain to Golden Meadow. Pilings were installed as a line of defense for the Oil Spill and had to be removed in a manner that was both environmentally and politically sensitive. The 6-month, multi-million dollar, project was completed with no time lost due to accident or incident and it generated revenue from the salvage value of the material.

Dual-hatted, Operational Procurement State Lead for Florida and Alabama Branches of BP's Gulf Coast Restoration Organization (GCRO). DoFA of $50,000. Purchase Card Authorization of $2,000 per day or $25,000 per month. Knowledgeable and Indoctrinated in BP's PSCM Systems and Philosophy including OMS, Connect & Lync. Responsive to the day-to-day operational requirements for material and services for both branches.

Oversaw the performance and productivity of several multi-disciplinary/ multimillion dollar hazardous waste site cleanup projects. Supervised field crews in the operation of remotely operated robotic vehicles (ROV's submarines) deployed in a 3-year cleanup effort of a RCRA hazardous waste site in Oak Ridge Tennessee.

Intimately familiar with and experienced in Offshore Marine Operations and Subsea Operations involving Diving and ROV Support Activities. Worked on various Offshore Vessel types including Semi-Submersibles, Jack-ups, Drill Ships, Fixed Platforms, Lay barges, Construction Barges and Work Boats. Managed a Federal Cost Plus Fixed Fee (CPFF) NASA Service Contract for the regulated, formal Closeout of NASA-wide Procurement Instruments (Contracts, Purchase Orders, Grants, and Cooperative Agreements.) Had P&L responsibility and a Team of 30 Senior Contract Administrators at NASA Bases from Florida to California. Authored NASA Service Delivery Guide: a Best Practices Manual for Closeout of Procurement instruments. On a twice per year basis, made client calls to each NASA Base (10 throughout the CONUS) to hold Customer Care visits with Contracting Officer's Technical Representatives and to hold Town Hall meetings with Legacy Closeout teammates.
