GUYCO Inc. Senior Quality Control and Project Manager providing senior quality control and construction management for MATOC design build contract, USACE, Sam Houston, Tx. Responsible for the management and supervision of the quality control and construction staff. Responsible for the oversight and management of the subcontractors and vendors. Inspected incoming materials, collected real property inventory of all new real property equipment and materials, inspected and approved all install property and maintained the daily reports and real property records as a deliverable. Project was an $18 million renovation of four 100 year old dorms to high tech offices.

HJD Capital Electric Corp. Senior Quality Control and Project Manager providing Senior quality control and construction management for MATOC design Build contract, USACE, Sam Houston, Tx. Responsible for the management and supervision of the quality control and contruction staff. Responsible for the oversight and management of the subcontractors and vendors. Most of the projects were civil projects

Clark Construction Co. Senior Project Manager/Quality Control Manager providing Senior construction management and quality Control in the construction of a $550 MILLION addition to the hospital and power plant on Fort Sam Houston, Tx. Responsible for the management and supervision of the superintendents and office staff. Responsible for the oversight and management of the subcontractors and vendors. The project was a Corps of Engineer’s project.

Akima Construction Service General Site Manager providing Senior construction management of the construction of a $17.5 MILLION, 50,000 SF addition to the hospital on Fort Hood, Tx. Responsible for the management and supervision of the superintendents and office staff. Responsible for the oversight and management of the subcontractors and vendors. The project was a Corps of Engineer’s project.

CECA Consultants. Project Officer for the Orleans Parish, State of Louisiana Recovery School District. Conducted assessments by surveying the storm and flood damage to the Orleans Parish schools and preparing reports and estimates for development of contract document for the reconstruction or demolition of these schools. Projects ranged from $3 to $25 million. These surveys are being used by the district to negotiate with FEMA for grants and to provide an audit trail regarding the reconstruction of the schools

U.S. Cost. Special Assistant, Public Assistant (PA) Educational Facilities Group for FEMA on the KATRIA/RITA events. Managed PA Coordinators and Project Officers working with applicants developing the Project Worksheets (PWs) for FEMA grant approvals. Grants ranged from $1000 to over $100 million each. PW preparation including assessments of damage, estimating and a full scope of work to justify and provide an audit trail for the FEMA grants. Fully trained in FEMA Ops I, II, PW writings and Debris Removal. Assisted in the supervision of over 180 personnel at 6 operations offices.

Brown & Root Services, Serving as the Senior Project General Manager of the Contract (design/build) with the Military District of Washington. Provide senior management and engineering expertise in the estimating, design, contract administration, budgets, negotiations and execution of projects. This was a multiple project contract at the five forts in the Washington DC area (Fort Bolivar, Myer, McNair, Mead and A. P. Hill). Contract was for five years at $10 million a year. First two years we completed over $30 millions in construction. Responsible for the profit and loss of the contract. Supervised Project Managers cost estimators, Q.C. Manager/Safety Manager, Business Manager, Contract Administrator, Superintendents, Administrative Assistants and subcontractors at three site offices.

Kellogg Brown & Root, served as Program Manager of design build projects for government operations in the Washington DC area. Design build projects were for a MATOC contract with the Corps of Engineers. We won the first project to build an $11.2 million Physical Fitness Facility on Fort Mc Nair. Design was reviewed and approved by the four historical and art committees required within the DC area. Second project was a command arena on Fort Myer for $6.3 million. Responsible for the design, estimate, negotiations, personnel and construction. Supervised Estimators, Q.C. Manager, Safety Manager, Superintendent and Business Manager

Centennial Contractors Enterprises Inc., serving as the Senior Project General Manager/Senior Site Representative of a $25 million/five year contract (design/build) at Fort Huachuca, Arizona. Provide senior management and engineering expertise in the estimating, design, negotiations and execution of projects ranging in cost from $10,000 to $1,500,000 each. Responsible for the profit and loss of the contract. Supervised Project Managers/cost estimator, Q.C. Manager, Safety Manager, Superintendent, CAD draftsperson and administrative assistants. I was responsible for the project/contract startup.

Centennial Contractors Enterprises Inc., served as the Senior Project General Manager/Senior Site Representative of a $50 million/five year Contract (design/build) at Crane NSWC, Indiana. Provided senior management and engineering expertise in the estimating, design, negotiations and execution of projects ranging in cost from $20,000 to $5 million each. Responsible for the profit and loss of the contract. Supervised Project Managers, Q.C. Manager, Safety Manager, Superintendents, and Administrative Assistants. The projects accomplished during a two year period amounted to over $20 million.

Brown & Root Services Corporation, Project General Manager serving and assisting the different Delivery Order Contracts (DOC) in researching problem areas creating lost profits and managing large projects from pre-bid to completion. Provide expertise in project quality control, safety and personnel management. Project development including materials take off and the use of Project Scheduler 6 (PS 6), Means estimating, Timberline Estimating Plus and PARS. Project development of the $25 million chilled water restoration project at Goddard Space Flight Center, working with NASA, BRSC-Houston and the local contractors. Review and study of Yorktown JOC contract and operation.

Brown & Root Services Corporation serves as Project General Manager/Staff Engineer serving the Yorktown, Virginia JOC providing engineering design and consulting services to the project and our customer. Provide management assistance to the project in the areas of construction, safety and quality control.

Tarleton State University, Stephenville, Texas. Associate Vice President for Physical Facilities. Assisted in the management of the Maintenance, Custodial, and Transportation Divisions. Department Head of the Administration, Planning and Safety Department. University Engineer responsible for all designs plans, cost estimates, contract administration, specifications, statements of work and construction management. Projects included A/E contracts, major roofing repair projects, renovation of the Nursing Departments Building, street and parking lot construction, utilities constructions, environmental projects, major remodeling of the swine facility, and construction of a personnel department facility. Projects ranged in cost from $2000 to $1,500,000. Annual project budget was over $25 million. Supervised 5 technical personnel and indirectly supervised 80 maintenance and custodial personnel.

HQ, SARPMA, Fort Sam Houston, San Antonio, Texas. Chief, Facilities Engineering Section, GS-13. Responsible for field surveys of facilities, structures, pavements, industrials processes and utilities on the five major military Bases in the San Antonio Area. Surveys included investigations of fire and building code requirements; OSHA, CERCLA and SARA regulatory requirements; energy conservation; functions of the buildings of space, condition of the facilities, cost estimates and environmental compliance issues. Reports and submittals listed requirements and suggested construction corrections, drawings, and detailed cost estimates. Project cost ranged from $20, 000 to $5 million. Over 25 projects through our development of the 1391s were accomplished in one year for an estimated total cost of over $60 million. Supervised 12 to 19 professional and technical personnel.

Kingsville Naval Air Station, Kingsville, Texas. Chief of Engineering Division, GS-13. Managed the Engineering, Programming, Master Planning, Design, Environmental and Construction Management Departments. Project examples are large airfield and ramp repair projects, utilities construction and repair and construction of major service facilities and buildings and renovation of three dormitories. Planning, programming and design of major facilities on station for a new aircraft training mission. Annual budget of over $30 million. Supervised 12 professional personnel.

Department of Energy, Nevada Test Site, Mercury, Nevada. Project Engineering Manager, GS-13 Contract administrator and manager of all contract engineering and construction support for the Lawrence Livermore National Laboratory. Design and construction features were highly complex and technical related to nuclear effects and weapons research and testing. Reviewed and approved all project design, estimated costs, changed orders, construction schedules and funding. Projects included mining, big hole drilling (96” dia. by 2000’deep), new roads and utility construction and underground test canister construction and installation. Project cost ranged from $100,000 to $15 million each. Annual budget average over $90 million plus. Had $500,000 approval authority on each individual work order.

Defense Nuclear Agency, Nevada Test Site, Nevada. Staff Civil EngineerGS-13. Provided expertise in contract administration, design, construction and cost estimating as a member of the staff advisory, consulting and review group which developed, evaluated and recommended engineering, drilling, mining and construction features in regards to highly technical and complex nuclear test facilities. Conducted containment research related to nuclear weapons test underground enclosures. Project ranged in cost from $5 million to $35 million. Supervised the A/E design and construction contracts.

Naval Ordinance Missile Test Facility, WSMR, New Mexico. Chief, Engineering Division, GS-13. Pubic Works Engineer, Contracting Officer, design and project engineering for all R&D and naval construction in New Mexico and West Texas. Projects included estimates, A/E contracts, service contracts, research facilities, and roads, Naval Reserve Facilities, and utilities systems. Projects ranged in cost from $25,000 to $6 million. Preformed as a contracting officer and Engineer In charge of Construction (EICC) under a warrant from Southern Division, NAVFAC. Annual budget was over $35 million. Supervised 4 technical personnel and indirectly supervised 45 personnel shop personnel.

Ellington Air Force Base, Houston, Texas. Deputy Base Civil Engineer GS-13. Supervised the Engineering, Operation and Maintenance, Programs, Fire and Administration Departments. This was a 350 person operation with an annual budget of $25 million.
