Responsibilities include: managing all aspects related, directly and indirectly to a 9-person
professional contracting and procurement staff. Introduce and implement supply chain
management techniques throughout the organization. Establish, administer and manage
all contracting activity for the Liquor Control Board operation, to include service contracts,
facility management, term leases, goods, construction, federal grants, purchased services,
client services, MOU’s and interagency agreements. Integrate and support industry best
practices within all agency divisions. Extensive experience with Information Technology
procurements and lease management. Just in time inventory models, state-wide vehicle
program, agency surplus program, minority and women business enterprise, federal DBE
support and the federal acquisition regulation (FAR). Lead and support the Lean Six
Sigma strategy into strategic plan; successfully managed an $8-million dollar annual
budget. Unlimited contract signature authority on behalf of the Washington State Liquor
Control Board. Train, mentor and guide staff to ensure they understand how their
