SEII – LOGCAP III, IRAQ 2004 –2011

incoming reports from all departments under the responsibility of the Director of Logistics. Instrumental to

the withdrawal of personnel and the closing of Al Asad Air Base, Al Asad Iraq

• Responsible for the reporting accuracies from all departments under the office of the Director of Logistics

• Ensure all reports are combined according to set standards and delivered to the concerned parties in a timely

responsibility for maintenance schedules, parts ordering, deadline repair process and authorized stock list.

Utilize strong mechanical background to ensure all necessary parts are ordered, and manage the repair

facility with a “do it right the first time” mindset that has greatly improved the operational readiness rate.

Manage the Army Oil Analysis Program for Power Generation. Oversee accurate recording and reporting of

the Operational Readiness Rate.

• Responsible for the close out of the LOGCAP III contract in Power Generation, and the orderly transition and

turnover to the incoming AFCAP contractor.

• Ensure the production control office has all inventories and records properly achieved and stored in accordance

with SEII policies and procedures.

• Ensure all required parts for deficiency and deadline units have been ordered and will be available to the

incoming contractor upon their arrival

• Significantly improved turnaround time for returning units to service by closely tracking materials and instilling

accountability among expediters; efforts led to department recognition as one of the best maintenance operations

in the LOGCAP III area.

• Oversee the Maintenance Management Review that is distributed among the top five managers each week.

• Achieve reliability rate between 98.5% and 99.3% to surpass client requirements of 90% by closely monitoring

the logistics program.

• Oversee the R+R program to insure compliance with the LOGCAP directive of no more than 15% on R+R at a

time.

• Insure proper distribution of daily, weekly, and monthly reports to all concerned parties

• Earned reputation for the best authorized stock list in the theater with many other sites requesting assistance

when parts are needed in a hurry.

• During my oversight of the repair facility the fault evaluation process has greatly improved, resulting in a

significant decrease in down time by ensuring all required parts are identified the first time.

• The number of generators returning to the repair facility has been greatly reduced by insuring that all deficiencies

are found and repaired versus the previous method of repair the immediate problem and return to service.

• Improved the quality of work produced in the repair facility by retaining mechanics with a higher skill level in

the repair facility rather than have them do service in the field.

• Oversight of the onsite refurbishment of aging generators. This being done onsite versus shipping to a contractor

in Dubai not only shortens the down time by 55%, but has created a cost savings to date of $711,705.47

• Participation in kaizen events at LOGCAP headquarters to address problems in power generation and provided

solutions that have been implemented theater wide.

• Selected to chair the bi-weekly quality circle at the project level.

Acting Power Generation Area Manager, Regional Headquarters – Northern Iraq 2006 –2007

Chosen to oversee maintenance operations for 815 generators which involved oversight of 28 direct reports

and 145 subcontractors. Held accountability for safety, contract administration, cost analysis and

documentation.

• Fueled increase of operational readiness rate from 89% to 98% by orchestrating cost-effective repair, using

salvaged parts from scrapped units.

• Instrumental to development of a major contract extension by utilizing quick thinking and proactive problem-

solving to operate a top-performing power generation department.

• Obtained approval for $1.39 million+ in cost savings initiatives while overseeing the operation of a generator

repair facility.

Power Generation Regional Supervisor, Regional Headquarters – Northern Iraq 2005 – 2007

Charged with planning and establishing a Regional Power Generation Office and Repair Facility with

standard processes for recording and improving maintenance procedures for generators throughout Northern

Iraq. Submitted, tracked and expedited material requisitions for parts.

• Streamlined reporting of Five Forward Operations Bases with combined 815 generators to improve asset

accountability and compliance while maintaining 98% average Operational Readiness Rate, compared to

previous rates between 72% and 91%.

• Designated a central repair facility that saved $479,561 the first six months by using available assets and

returning generators to service that were previously thought non-repairable.

• Credited with designing and building an oil/water separator with approved cost avoidance of $50,000; device is

required at every facility.

• Developed a mobile airfield AC unit with approved cost avoidance of $55,000 that is now a standard.

• Honored with the Vice President/Program General Manager’s Award for Excellence.

Power Generation Foreman – Tal Afar, Iraq 2004 –2005

Designed and administered a maintenance and repair program for diesel-powered generators from 13.6 KW to 880 KW.

Calculated power requirements and collaborated with electricians to ensure proper power supply was applied in new

construction.

Championed a consolidation program that freed up 28 generators and produced around $745,000 in cost savings

the first year while increasing lifespan of the units; program was implemented theater-wide.

Led daily safety meetings that decreased incident rate from three per week to zero; incorporated praise and

healthy competition to improve performance of subcontractors.

SIEMENS-WESTINGHOUSE POWER CORPORATION – POWERSERVE 1998 – 2004
