Department of Defense GS-15, Senior Advisor and Chief, International Training Systems (ITS), Deputy

Command Police, NATO Training Mission - AFG from 2 August 2012 to present.

• As the primary Education and Training Advisor to the Afghan National Police (ANP), responsible to lead the

Afghan National Police’s efforts to institutionalize the Training Management System, insuring competent and

progressive Training Needs Analysis and Design, Course Development, Curriculum Control and Accreditation,

Training Delivery and Implementation, and Effectiveness Evaluation.

• As the Chief of NTM-A’s ITS, ensure my staff of 45 understand TMS and can effectively mentor/teach /replicate

as we reorganize and mentor the Afghan Training General Command into a structure that is self-sustainable,

progressive, and capable to manage the Afghan Nation’s law enforcement educational requirements.

• Created and oversee a $22 million effort to establish a formal educational relationship between the American

University of Afghanistan and the Afghan National Police’s Training General Command (TGC), ensuring TMS

formal educational certification for the TGC’s Directors, Branch Chiefs and senior staff analysts.

XO, International Security Cooperation Directorate (General Dynamics), and International Engagement

Officer. International Security Cooperation Office (ISC), NATO Training Mission - Afghanistan (NTM-A),

International Security Assistance Force (ISAF) from 18 November 2011 to 1 August 2012.

• Deputy to active duty director for all administrative responsibilities for this 20+ personnel Organization

(Sharepoint Content Manager, Evals, Awards, Property Accountability, Correspondence, Commander’s Calendar,

Mission Analysis and Decision Making Leader for all ISC Decision Briefs, etc).

• I was ISC lead for coord/synch CENTCOM AOR Troop Contributing Nation support (incl troops, equipment, and

dollars) to the Afghan theatre coalition training mission (primarily from Jordan, UAE, and Turkey).

• Lead for all Decision Making Process efforts as it regards ISC mission receipts from Deputy Commanding

General NTM-A.

• ISC Lead for all Kabul Capital Region Senior National Representative (SNR), Defense Attaché, and International

conferences as directed by Director ISC, DCG-Support, and NTM-A Commander.

• As part of the overall Training Organization (NTM-A) which has the responsibility of Advising all Afghan

Ministry of Interior (AFG Police) and Ministry of Defense HQs Leadership and Staff, was detailed for 3 months

to organize the organizational integration of the 85k member Afghan Uniform Police, managing and adjusting

their personnel and equipment authorization documents/processes/procedures.

Center for Disease Control and Prevention (CDC) Emergency Management Planner/Trainer, Chief Plans

Decision Unit (L-3COM). From Dec 2009 to Nov 2012:

• Provide consultation and direct management assistance regarding planning, problem solving, and development of

decision briefs between CDC Staff Leaders and CDC leadership in their pandemic influenza emergency

operational response and exercise program(s). One of two members of the Plans Decision Unit, I led CDC

Public Health Service Staff Officers through the Planning and Decision Making Process (PDMP) in order to

“operationalize” initiatives and staff pre-decisional briefings.

• Part of a six month project, working with two other professionals, formulating a recommendation to the CDC on

best methods to provide financial and procurement controls for future pandemic crisis response.

Chief, Institutional Training Sec (ITS), Kabul Military Training Center, Camp Alamo, Afghanistan

(L-3COM MPRI). From July 2007 through December 2009:

• Responsible for the success of the Afghan National Army’s (ANA) Staff Education Directorate. This included

mentoring over 20 ANA colonel instructors, their course development, course quality, and faculty development of

the ANA’s Commanders Course, ANA Staff Operations Course, ANA Battle Staff NCO Course, ANA Training

Management Course, the Ministry of Defense (MOD) Problem Solving / Staff Planning Course and the Ministry

of the Interior (MOI) Problem Solving / Staff Planning Course.

• Responsible for mentoring and subsequent staff development of the ANA Chief of Staff Education as well as the

20 instructors he supervises.

• Supervise the 6 MPRI retired Army LTCs, COLs, and SGMs who helped me accomplish the ITS mission.

• Developed tier 1 (Plans) and tier 2 (Tank Company) combat arms doctrine for ANA

• Assist as problem solving consultant in operational tasks associated with Afghan elections.

Senior Analyst and Management Consultant to Rapid Equipping Force (REF), Management Integration

Division, FORSCOM, Fort McPherson, GA (The Reger Group) from July 2004 – July 2007

• Senior Analyst and Management Consultant to US Army Forces Command’s (FORSCOM) Force Integration

Division for the Rapid Equipping Force (REF) at Fort Belvoir VA with duty at FORSCOM. The REF is a Vice

Chief of Staff, Army (VSCA) initiative to rapidly field cutting-edge technology for combat, working closely with

the Army Acquisition Corps community for purposes of identifying methods to reduce the life-cycle inherent

with fielding new un-programmed technology.

• I served primarily as an Assessments Division Senior Analyst, Operations Mission Analysis Group, REF to

FORSCOM, Ft McPherson, GA., I met frequently and directly with senior level leaders and staff at FORSCOM

to educate, communicate, and facilitate the implementation of the VSCA’s initiative.

• I analyzed all Operational Needs Surveys coming to FORSCOM from Iraq, Afghanistan and the Horn of Africa

to analyze REF reqmnts, coordinating our involvement in providing material solutions. I coordinated with units

returning from OIF/OEF to document successful tactics, techniques and procedures adapted for the utilization of

individual/unit equipment and to identify shortcomings. My chief contribution was providing a new and

successful OIF/OEF new technology-training plan to units during their pre-deployment training activities.

Additionally, I acted as business developer for the Reger Group in the Atlanta area.

States Forces Command (FORSCOM), Fort McPherson, GA. From June 2002 through July 2004:
