Construction of 18 power projects, I am well versed in all

project phases including estimating, scheduling, contracts,

Mr. Lipinski held the position of site

project manager for a 50MW biomass powered EPC power project.

He oversaw all portions of the project from driving of piles

and site work up to plant commissioning.

Mr. Lipinski oversees all aspects of the installation services

division. He has complete P & L responsibility. Mr.

Lipinski started with PIC as Mechanical services VP. This

line of business grew from 8 M to 22M during his leadership.

While managing this line of business, Mr. Lipinski created a

new installation LOB which became another 25+ M line of

business. PIC is currently on the 4th new power project.

All completed projects have been successful. PIC currently

is operating at a .91 RIR. All projects met or exceeded

financial expectations and were completed on or before

schedule completion. Management included up to 700 employees

and yearly man hours in excess of 1,000,000 hours.

This project was performed as a partnering arrangement between Duke

Fluor Daniels and Alstom. Mr. Lipinski's major focus was to

provide coordination between the two partners inclusive of

scope, scheduling interfaces and subcontractor oversight. He

arrived on site upon 40% completion. He remained on site

thru turnover of all substantial systems to commissioning.

Upon substantial construction completion of the HRSGs, Mr. Lipinski

joined FCI's team to the project completion. Major focus

included piping completion and plant systems turnover to

commissioning. This project attained commercial operation in

late May - early June 2003. Project cost $400M

1997 - 2001

Mr. Lipinski oversaw the industrial division. Work scope included

contracts, estimating, scheduling, construction, safety,

quality control, and customer relations for all capital and

maintenance projects located at refineries, paper mills,

power plants, and manufacturing facilities primarily in the

eastern United States and Caribbean. Project size was $4

million. He was responsible for corporate expansion of

almost two fold (threefold for his division). Some of the

projects included "turnkey" installations that included all

phases of construction, project conception, and feasibility

budgeting through the start-up phases. He was directly

responsible for about 200,000 man-hours a year. Sample

projects included all high energy piping and BOP piping at

the Penulas Power Project (550 MW) located in Puerto Rico,

and a wet end rebuild of #2PM International Paper located in

Erie, Pennsylvania (35,000 man-hours in seven weeks - project

completed on line six hours early).

pressure steam and feed water systems. Project worth $400,000

Mr. Lipinski completed Chevron roof replacement for a Buell

precipitation inlet duct. Project worth $2.5M

Homer City Generation Station

Mr. Lipinski designed through completion of a new coal handling

structure. Project worth $350,000

Westinghouse Co-Generation Plant,

165 MW Gas Fired Power Plant - Project worth $300,000

Multiple unit outage involving economizer tube replacement and BOP

piping repairs.

300 MW Gas Fired Power Plant

Responsibilities included entire mechanical outage on multiple units

and balance of plant piping and equipment. Project worth

$1 million.

Norwalk Generating Station, Norwalk, CT 250 MW Coal Fired Power

Plant (ABB Design)

Mr. Lipinski was responsible for the installation of the urea

injection system on units 1&2, which enabled them to meet

Clean Air Act of 1995. His responsibilities included both

electrical and mechanical labor packages. Project worth $1M

+ material/labor.

Keystone Generating Station, 850 MW Coal Fired Plant

Mr. Lipinski performed installation of boiler controls retrofit. His

direct responsibilities included the mechanical portion of

this project. Project worth exceeded $7M.

Conemaugh Generating Station, 850 MW Coal Fired Plant

Mr. Lipinski performed in-service inspection and repair of high-

pressure steam and feed water systems. Project worth

exceeded $1M.

Keystone Generating Station, 850 MW Coal Fired Plant

Mr. Lipinski performed installation of the low nox retrofit (ABB

Design). This project involved 150,000 man-hours of work

performed in a 13-week time frame. Total for outage exceeded

350,000 man-hours. Project worth $15M.

Homer City Generating Station, 650 MW Coal Fired Plant

Mr. Lipinski performed in-service inspection and repair of high-

pressure steam and feed water systems. Labor and materials

exceeded $1M.

steam piping for the recycle fiber plant d-inking process.

Work involved supervision of 25 craft personnel, and the

Mr. Lipinski's direct responsibilities included approximately 40,000

LF of large and small bore piping on a 90 MW Black Liquor

Tampella design power boiler, two B&W coal power boilers to a

Siemens turbine, piping for black liquor evaporator, and all

cooling tower pipe. He supervised 125 men on this $750M

project.

1989 - 1992

Fort Orange Cogeneration Plant, Albany, NY

New construction of a 65 MW Del-TAK natural gas fired cogeneration

plant.

Mr. Lipinski duties included pipe take-offs, man hour estimates,

assembly of HRSG, fabrication and erection of all process and

steam piping, supervision of up to 35 men, and start-up of

the boiler. Mechanical construction was finished two months

ahead of schedule on this $50M project.

Ryegate Generating Station, Ryegate, VT

New construction of a 19 MW, Riley designed wood fired power plant.

Mr. Lipinski was directly responsible for the boiler erection

of this $45M project.

Fitchburg Generating Station, Fitchburg, MA

Erection of a 19 MW Riley designed wood fired power plant. Mr.

Lipinski was directly responsible for the boiler erection,

bottom ash handling, truck dumps, and final punch out of

baghouse on this $45M project.

Mr. Lipinski managed shutdowns in various states for this company.

His duties included pre-outage preparations, the arrangement

of proper tools on site, manpower, stock, scheduling,

estimating all phases of these projects, maintenance of

equipment, and completion of documentation for shutdowns.

His assignments included outages at Kerr McGee 95 MW coal

fired unit in Torona, California, 2 x 42 MW coal fired units

in Rumford, Maine and a Southeast Paper 40 MW cogeneration

plant in Dublin, Georgia.
