DRS Tactical Systems, Inc. – Melbourne, FL (2009)
Served as Assistant Proposal Manager for the Common Army Marine Command and
Control (CAMC2) Program proposal for Mobile Battlefield Command On-The-Move
(MBCOTM) vehicles. This US Army CECOM procurement involved the integration and
installation of a multiple frequency communications suite on US Army and USMC vehicles
(HMMWV, Bradley, and Stryker). Coordinated and facilitated all aspects of proposal
preparation and development. Conducted bi-weekly meetings with the executive sponsors
and team member contributors to ensure that all participants understood their roles.
Provided direction and leadership for Technical and Management Volumes, including
compliance issues, strategies, themes, as well as writing and editing text. Prepared initial

contributors in preparing a cohesive proposal to TACOM-ARDEC for the Consolidated Fire
Control for Mortars (ConFire) Program. Documented contractor capabilities to serve as a
system integrator for mortar accuracy evolution based on demonstrated domain experience
in mortar and projectile fire control, as well as communications expertise. Key elements
included digitally integrated communication and mortar fire coordination and control
capabilities to maximize destructive capabilities by improving accuracy and efficiently
interfacing with several battlefield networks.
EADS / Matra Systems and Information – Velizy-Villacoublay, France (2005)
Coordinated the preparation of and refined the content and presentation of the Management
and Business Development proposal volumes for a C4I (Command, Control,
Communications, Computers, and Intelligence) System for the government of Saudi Arabia.
Developed and expanded the Work Breakdown Structure for the contract. Assisted a
multinational contract and proposal team in developing a sound and workable management

Provided significant contributions in response to the US Army TACOM solicitation for the
M915-M917 Production Program. As part of a two-man team, provided lead coordination

Managed development of the Next Generation Heater (NGH) proposal directed to WR-
ALC, Robins AFB. Took lead coordination responsibility and served as Subject Matter

Environmental Chemical Corporation (ECC) – Burlingame, CA (1998 - 1999)
Organized and coordinated the preparation of a proposal to the U.S. Navy Naval Facilities
Engineering Command (NAVFACENGCOM) Southwest Division, San Diego, for
Environmental Remedial Action Services on a fixed price Indefinite Delivery/Indefinite
Quantity (ID/IQ) basis. Contract services included 40 possible Statement of Work tasks in a
four-state region. Directed all aspects of proposal development and preparation.
Also worked on an ECC proposal to the U.S. Navy NAVFACENGCOM Engineering Field
Activity West for a Fixed Price Environmental Remedial Action Contract. This ID/IQ
contract was for a wide range of environmental services provided on a fixed price basis to
give the Navy best value when compared to other available contract vehicles.
IAI TAMAM Electronics Division – Yehud, Israel (1997)
Responsible for content, preparation, and presentation aspects of a proposal to Pioneer
UAV Incorporated for the U.S. Navy for a Replacement Payload for the Pioneer UAV.
This was a joint undertaking between IAI TAMAM and Flir Systems Incorporated (FSI of
Portland OR) for a modular combined infrared (night) sensor and television camera (day)
sensor payload for the Pioneer UAV. It replaced two present Pioneer payloads with better
detection and recognition capabilities at a lighter weight and much higher availability.
OHM Remediation Services – Pleasanton, CA (1996)
Assigned as Volume I, Management and Technical Capabilities manager for a proposal to
the U.S. Army Corps of Engineers Sacramento District for the Total Environmental
Restoration Contract (TERC) II for four western states. Monitored and assisted OHM
Pleasanton and distributed personnel in preparing responsive proposal documentation.
Directed the merging of team member and internal databases for documented capability to
meet higher than required small business subcontracting goals. Worked with authors and
graphics personnel to develop targeted and more visible management, small business
utilization, and overall capabilities graphics.
Northrop Grumman/Westinghouse Electronics – Huntsville, AL (1996)
Responsible for technical, management, and production volumes for a proposal for an
Unmanned Aerial Vehicle (UAV) Program. This was a joint procurement by the U.S. Navy
and U. S. Army. The Westinghouse developed UAVs provided a unique and sturdy airframe
for day and night transmission of high quality battlefield images, operating at ranges beyond
200 kilometers. Coordinated and directed the preparation of complete and responsive
proposal documentation of the technical and performance capabilities of the UAVs and the
project execution management team.
Greenwich Air Services – Miami, FL (1995)

Assisted Greenwich personnel in responding to an Invitation To Bid for the A-16 aircraft J52
engine support concept for NAVAIR. Guided development of a proposed least cost
combination of organic and inorganic support for this engine worldwide. Documented
Greenwich capabilities to provide maintenance and logistic support services, including
maintenance training and the deployment of replacement engines and major engine
components. Greenwich was invited to expand and further detail its support approach.

McDonnell Douglas/Temet USA/Environics Oy – Great Falls, VA (1995)
Worked with the Finnish personnel of Environics to develop and enhance technical and
management portions of a proposal to the U.S. Army CBDCOM for an Automatic Chemical
Agent Detection (ACADA) System. The Environics Chemical Warfare Agent (CWA)
detector uses a proprietary ion mobility spectrometry module that responds to low levels of
CWAs while rejecting battlefield generated non-lethal elements. Responsible for the
technical and manufacturing proposal volumes and the Executive Summary.
Westinghouse Remediation Services – Clarkston, GA (1995)
Guided and assisted Westinghouse personnel in the preparation of a proposal to the
Northern Division, Naval Facilities Engineering Command for the Multi Contaminant
Remedial Action Contract for the remediation of U.S. Navy facilities in ten northeastern
states. Developed graphics to demonstrate their experience and capabilities and to
effectively employ many remediation technologies.
Environmental Chemical Corporation (ECC) – Burlingame, CA (1995)
Worked with ECC corporate and Denver personnel to prepare responses to additional
questions and scope changes (per a post proposal amendment) on the Ralph Gray
Trucking Superfund Site Project. These included technical and pricing responses as well
as a presentation to the Department of the Interior, U. S. Bureau of Reclamation (USBR),
Lower Colorado Region which was acting for the U.S. EPA. Prepared responsive, complete,
and effective graphics and text.
Environmental Chemical Corporation – Denver, CO (1994)
Assisted this small business in preparing and submitting a fully responsive technical
proposal for the Ralph Gray Trucking Project Non-Time Critical Removal Action in
Westminster, CA. This proposal to the USBR detailed ECC's approach and plan to
excavate, handle, and transport high sulfur tars and contaminated soil and material near
residences in Los Angeles.
OHM Remediation Services Corporation – Trenton, NJ (1994)
Responsible for preparing and editing a proposal to the U.S. Army Corps of Engineers
(USACE), New England Division for the Hazardous, Toxic, and Radioactive Waste
(HTRW) Remedial Action Contract. This six-volume proposal documented OHM's
capability to manage and perform ID/IQ HTRW remedial actions.
OHM Remediation Services Corporation – Trenton, NJ (1994)
Volume preparation and proposal production responsibility for a proposal to USACE, New
England Division, for the Total Environmental Restoration Contract (TERC). Developed

OHM Remediation Services Corporation – Trenton, NJ (1993)
Organized and led the and preparation of a proposal to USACE, Omaha District for on-site
soil incineration at the Drake Chemical Superfund Site in Lock Haven, PA. High
temperature incineration was proposed used to treat 194,000 cubic yards of contaminated
soil (volatile organics, semi-volatile organics, Fenac, B-naphthylamine, and metals). This
contract also included groundwater and process water containment and treatment, perimeter
air monitoring, and site restoration.
Kilgore Corporation – Toone, TN (1993)
Supported the preparation, editing, and improvement of a proposal to NAVSEA for the Mark
186, Mod 2 Pyrotechnic Cartridge Production Program. Developed and enhanced
management, operations, procurement, facility, and experience descriptions.
ARO Corporation – Buffalo, NY (1993)
Provided full and complete proposal preparation, review, and publishing services for a
proposal to Beech Aircraft for the JPATS aircraft oxygen regulator and other pilot support
equipment. Used previously generated materials and discussions with staff to prepare text
and graphics, revised per review comments, and published for submittal.
Peterson Builders, Inc. – Sturgeon Bay, WI (1993)
Responsible for all proposal technical and operations capability contributions from the
transporter subcontractor (Talbert Manufacturing, Rensselaer, IN) for the Mark V Special
Operations Craft (SOC) proposal to the U.S. Special Operations Command. Assisted in
design development and review and prepared documentation to confirm the vessel’s air and
ground transport capability.
Frequency Engineering Laboratories – Farmingdale, NJ (1992)
Coordinated and prepared Technical and Past Performance Volumes for a proposal to the
U.S. Special Operations Command for the Multi-Mission Advanced Tactical Terminal
(MATT). As part of an innovative acquisition strategy, Frequency Engineering Laboratories
was required to develop and manufacture MATT prototype units based on a fully functional
Build 1 MATT constructed by the National Research Laboratory. Was responsible for and
coordinated input by a major subcontractor.
Environmental Technologies Group, Inc. – Towson, MD (1992)
Prepared program responsive Integrated Logistic Support (ILS) and technical volumes for a
proposal to the U.S. Army CECOM for Meteorological Measuring Sets (MMS). Edited and

other functions. Boeing wanted a long-term firm fixed price commitment but the component

Coordinated the technical proposal effort, and developed proposal outlines and technical
responsiveness checklists, for an FAA proposal for the Category II/III Microwave Landing
System.
Garrett Canada – Toronto, Ontario, Canada (1990)
Identified program requirements, outlined volume contents, and assisted authors in
developing initial responses for a proposal to the Canadian government for the IRIS Project.
IRIS provides secure, multiple-path voice and data transmissions. Prepared a

Directed efforts for a technical proposal to the U.S. Corps of Engineers for the design and
construction of the U.S. Air Force J-6 Large Rocket Test Facility, a massive rocket thrust
test stand that simulates high altitude firing conditions and required very large concrete
exhaust containment structures and blast walls.
UTE – Asbury Park, NJ (1989)
Responsible for technical volume development and content for a proposal to NAVAIR for the
AN/APX-100 IFF receiver-transmitter upgrade and production. Worked with UTE
engineers to define printed circuit board design changes to improve system reliability.

Responsible for the U.S. Army Palletized Load System (PLS) design and performance
