Genesee County Government provides the infrastructure that ensures the

basic, health, safety, and welfare for all citizens within its

jurisdiction. Genesee County employs approximately 700 employees in the

areas of health care, social services, mental health, public works,

criminal justice and law enforcement.

As Human Resources Director/Personnel Officer I:

. Supervise all Human Resource functions including the administration of

New York State Civil Service Law for Genesee County Government as well

as Genesee Community College, all municipalities, school districts,

and libraries within Genesee County. Approximately 3000 employees.

. Manage all central Human Resource functions for all departments of

Genesee County Government including compliance with employment law

including FMLA, FLSA, NYS Human Rights Law and all other Federal and

State employment related laws.

. Administer the County's Health Benefits plan and implement all aspects

of Healthcare Reform.

. Ensure Regulatory Compliance.

. Conduct investigations related to possible violations of County, State

and Federal policies and recommend appropriate actions.

. Oversee payroll and benefits administration and the Employee

Assistance Plan.

. Have significant responsibility for all aspects of labor relations

including participation in all contract negotiations for five

bargaining units within County Government, contract administration of

Collective Bargaining Agreements, grievance processing, arbitrations

and employee relations.

. Direct all recruitment and training activities and work with

departments on the implementation of disciplinary actions.

. Collaborate with the County Manager, members of the Legislature and

Department Heads on issues such as staffing, budget and policy

development.

. Responsible for the Human Resource budget and advise other departments

on budget issues that may impact staffing, such as the loss of receipt

of revenues.
