National Data Exchange:
As the Unit Chief of the National Data Exchange (N-DEx), I directed and managed the efforts of
4 Supervisory Special Agents, 2 Professional Support Supervisors, and 28 support team members in the marketing and
development of a new FBI Information Sharing System known as N-DEx. N-DEx was developed to assist in criminal
investigations, daily criminal justice processes, and to combat terrorism. I provided the instruction on the use of the N-DEx
system for investigative matters.
In my position as Unit Chief, I handled all business decision processes and budgetary needs. I was responsible for creating and
overseeing a $65 million budget and directing the process for source selection for the development of the N-DEx System. In
managing the business line program, I was responsible for constructing of memorandums of understanding with states and
police agencies and the intelligence community, risk management, budget development, public outreach, security policies and
procedures, strategic and operational planning, policy development, and hiring and supervision of staff.
Law Enforcement Online:
As the Unit Chief of Law Enforcement Online (LEO), I directed efforts of 2 Supervisory Special Agents,
2 Professional Support Supervisors and 23 support team members in the operation and management of the program office. I
oversaw the redevelopment and re-host of the system to new hardware and new technology. Through systematic analysis and
planning I was able to organize, reassign, and implement program reorganization and better use of the FBI’s LEO tool set.
Provided instruction on the use of the LEO Virtual Command Center for the documenting of evidence recovery and seizure and
tracking of arrests.
I expanded the international outreach and use of LEO tools to assist FBI Legal Attachés in their liaison and intelligence
gathering responsibilities through the use of secure e-mail services and Special Interest Group development. I also oversaw the
expansion of the use of the LEO system to enhance the ability to share biometric information between the FBI, DOD
Biometrics, and international partners.

Oral:
I have presented the National Data Exchange (N-DEx) program and vision for the development of the system to over 200
criminal justice agencies, organizations, and at various conferences across the country.
The oral presentations were used to raise awareness of the development of N-DEx and encourage law enforcement participation
in the national program. This resulted in the successful onboarding of 7 state and 6 regional systems in the first incremental
release.
I presented to over 200 police agencies an 8-hour course on Officer safety and survival instructing both nationally and
internationally, in South America and South Africa. The objective of the course was to assist law enforcement managers,
trainers, and personnel in the identification of training issues, mental preparation of the job, and threat recognition for the
purpose of preventing the deaths and/or serious injuries of law enforcement personnel.

Under the FBI Law Enforcement Officers Killed and Assaulted program, I developed training materials for instruction to police
officers on street safety and survival to include PowerPoint presentations, videos, and handout materials.
I was the lead on a research project concerning the ambush assaults of police officers. Included in this project was the
interview of offender inmates and police officers assaulted to develop training materials and further understand the “why” of
ambush assaults. I was responsible for all phases of the research project to include outreach, interview question development,
organizing and planning each interview, records management, and analysis of information developed from interviews and
research.
