Summary
Over 9 years experience in professional administration as part of a high-profile US AID funded
projects in post conflict Iraq, which included but not limited to an over 2.7 billion Iraq Infrastructure
Reconstruction Program and over 300 Million MSI – Tatweer Capacity building program. As a Human
resources manager to local staff, provides planning, direct, and coordinate the administrative
functions of an organization, oversee the recruiting, interviewing, and hiring of new staff and consult
with top executives on strategic planning and serve as a link between an organization’s management
and its employees as well. As a technical advisor I have led multi disciplinary teams to ensure projects

Career History
Monitoring and Evaluation Specialist – USAID – QED LLC Group / PERFORM PROJECT
From Dec 2009 to June 2012
QED/PERFORM is an extension of the USAID Mission (United States Agency for International
Development) in Iraq to help conducting evaluations of the USAID funded programs. PERFORM
(Performance Evaluation and Reporting for Results Management) conducted evalu ations of USAID
programs to develop a Performance Management System and enable effective strategic decision –
making, result reporting and knowledge management and allow USAID / Iraq to fulfill its
performance monitoring, evaluation and information dissemination requirements. PERFORM has
also undertaken assessment on behalf of USAID on various topics and sectors as well as conducted
ongoing monitoring of Office of Foreign Disaster Assistance (OFDA) providing grants for vulnerability
population.
Main tasks and responsibilities:
Review existing social and economic data for the project area to assess if it can provide good baseline
data for impact evaluation, identifying gaps to be filled .
Collect, compile and analyse reports prepared by implementing partners and preparing consolidated
progress reports for project management to submit to the project steering committee, appropriate
ministries and cooperating institution in accordance with approved reporting formats.
Collaborating with implementing partners and primary stakeholders to develop feasible and effective
discussion events where M&E data are analysed and corrective actions can be agreed upon;
Training on M&E and facilitating M&E design and implementation processes with implementing
partners and primary stakeholders.
Translate, as necessary, technical documentation coming into the office from the field from Arabic to
English. Technical directions to filed M&E specialists; questionnaires, translate and prepare letter of
introductions and correspondents; monitor and control quality of translated documents coming into
the office in both languages. Work as translator in training courses, meetings, interviews.

Main Tasks and Responsibilities
Develop, implement, and monitor a best practice framework for capacity building.

Corporation was contracted to undertake the emergency repair, rehabilitation, and reconstruction of
critical elements of Iraq’s infrastructure as well as involving major USAID program of engineering,
procurement, and construction services for a series of new infrastructure projects in Iraq
Main tasks and responsibilities
Supervises human resources staff in administering human resources programs which includes, but is
not limited to the following:
Forecasts staffing requirements
Establishes affirmative action goals and timetables for employment and promotion of appropriate
protected classes
Recommend personnel actions for assigned staff (merit increases, promotions, etc.).
