Operations Research and Associate Director, Quality Assurance Project. Responsible for operations research

under QAP2, QAP3 and HCI, including planning, oversight, analysis and documentation of over 70 studi es in

developing countries on many public health issues, including child and maternal health, various infectious diseases

and chronic health problems (e.g., diarrhea, respiratory infection, malnutrition, malaria, HIV/AIDS, TB) and

approaches for improving the quality of care in health systems and facilities. Direct staff of analysts and sub-

- Evidence-base for OVC programming in HIV low-prevalence and concentrated epidemic countries;

- Reasons for success of Nicaragua s Mother -Baby Friendly Initiative, a focused accreditation program;

- Evaluation of infant feeding counseling program in PMTCT settings in Tanzania;

- Cost-effectiveness of computer -based training for IMCI providers;

- Analysis of validity of self-reported performance by health improvement collaboratives;

- Computer model of workforce required for Rwanda HIV/AIDS care;

- Maternal mortality and morbidity studies in Benin, Ecuador, Jamaica, Rwanda and Bangladesh .

Academy for Educational Development. Washington, D.C. (1991- 2000)

Senior Program Officer. International assignments in health and nutrition, including:

- MCH evaluation guidelines for Healthcom project; and for World Bank/LAC Div.

- Research on neonatal mortality for World Bank;

- Co-developed PROFILES, a nutrition advocacy and policy development program;

- Developed REDUCE, a computer -based advocacy and policy program for maternal health.

Technical Officer, BASICS Project.

- Headed the BASICS PVO Support Program, including managing small grants to PVOs, organizing

technical assistance and workshops for PVOs on IMCI, nutrition, and evaluation, plus studies of the

hearth nutrition model, sustainability of breastfeeding support programs, immunizer peer training in

Indonesia, and others;

- Chaired the BASICS Nutrition Working Group;

- Coordinated state-of-the-art review of mother support groups;

- Evaluation of INCAP s diarrhea/cholera distance education program.

International Science and Technology Institute, Inc, Washington, D.C. (1988-1991)

Project Director, Center for International Health Information. Helped develop and manage the USAID

health information system, and the annual Child Survival Reports to Congress.

Project Director, Senior Associate. Start-up management for USAID-supported food and nutrition

monitoring project; proposal development.

Wellstart, Inc, San Diego, CA. Associate Director (1986-88)

- Responsible for the administrative and financial activities of this referral clinic and USAID-supported

lactation management training program;

- Responsible for evaluation activities during the lactation training programs and the evaluation of the

USAID-supported breastfeeding promotion program in Honduras.

Indian Health Service, Tucson, AZ. Contractor (1978-83)

- Helped develop and test quality assessment methods;

- Research on the effectiveness of Papago tribal health and welfare programs;

- Advisor to Hopi Tribe on takeover of government mental health and social support programs by the Tribe.

Community Systems Foundation, Ann Arbor, MI (1963-88)

President/Executive Director. (1963-72) Provided management services and productivity and cost studies

to hospitals in the U.S., Australia and Columbia, and later refocused on nutrition and MCH programs in

developing countries. Managed a staff of approximately 100 per sons located in eight offices in the U.S. and

two overseas providing services to over 400 hospitals and state hospital associations. Also worked with

local governments, schools and libraries.

Associate and Senior Scientist. (1975-88) Undertook numerous overseas assignments in international

public health and nutrition with funding from USAID and WHO, including:

- On-site Project Director for 3-year technical assistance contract in national nutrition planning in Chile;

- Mid-project evaluation team for Bolivia iodine program under WHO/UNICEF Joint Nutrition Support

Program;

- Various evaluations of and program design studies for USAID PL-480 food programs;

- Various studies related to child survival for USAID, including developing health sector assessment

methodology for the ANE Bureau, preschool feeding in Costa Rica, proposal for health worker training in

PNG, strategic planning for Sudan.

Editor and Publisher, Nutrition Planning. (1976-80) Founded and managed this international journal of

technical abstracts on food and nutrition planning, programs and policy funded by USAID, UNU, UNICEF

and others. Published by Community Systems Foundation.

Also participated in many nutrition and public health consultancies worldwide, and held various positions with

organizations involved in hospital management consulting, and in international manufacturing in the 1970s and 80s .

University of Arizona, Tucson, AZ (1979-85 active status; 1986-present inactive status)

Lecturer; Research Professor in Family and Community Medicine . Research on underserved

populations, quality assurance, primary health care in American Indian communities, substance abuse, rural

health care delivery, HMO cost proposal; co-principal investigator of NSF sponsored research on ethical

issues in conduct of science in American Indian communities; principal investigator of Ford Foundation

study on breast-feeding practices in southwest American Indians.

University of Michigan, Ann Arbor, MI (1963-77)

Professor (Adjunct) in Ph.D. Program in Urban and Regional Planning. Core faculty; served on

executive committee, head of analytics area, and on admissions committee; taught courses in research

methods, world food systems, exponential growth, nutrition interventions, engineering economy;

supervised numerous dissertations.
