and tracked all Joint Staff, Office of the Secretary of Defense and Congressional actions on behalf of the Command; oversaw
USEUCOM Command Group administrative communications and established the Command s Records Management
Program. Directed the preparation and monitored the execution of itineraries for all distinguished visitors.

Led a theater staff section responsible for planning, integrating and executing joint space-enabling and information operations (IO)

expert on space policy, doctrine and strategy. Led the planning, execution and training for all aspects of IO and space capabilities
during theater-wide exercises, regional crisis operations and contingency missions. As lead exercise planner, awarded an impact
Joint Achievement Award for creating realistic and challenging scenarios that met all EUCOM and service component exercise goals.
Managed the Operation ASSURED VOICE budget; a multi-million dollar per year program, which resourced theater-wide IO programs

Led a division staff section responsible for planning, integrating and executing space-enabling functions, special technical operations
(STO) and alternative compensatory control measure program capabilities supporting the conduct of full spectrum operations for a
deployed mechanized infantry division. Incorporated space-based systems and processes ensuring full access to national and
theater-level space assets related to intelligence, surveillance & reconnaissance, multispectral imagery, overhead non-imaging
infrared detection, tactical ballistic missile warning, satellite communications (SATCOM), and integration of Blue Force Trac king data.
Established the first Division-level STO cell in the Army efforts led to a broader use of these capabilities among conventional forces
during Operation IRAQI FREEDOM, saving lives and helping Soldiers at the lowest echelons to better find, fix & defeat enemy forces.
Deputy Chief/Mission Engineering Division 08/04--04/05
National Reconnaissance Office (NRO) Chantilly, Virginia
Deputy of a 56-person division consisting of five branches tasked with managing classified projects that exploit capabilities and
emerging technologies to develop innovative solutions in direct support of users in the field. Integrate d military and civilian efforts in a
joint environment to enable the acquisition and delivery of communication services for the Department of Defense (DoD) and
Intelligence Community. Led special project teams, assembled working groups and performed tasks assigned by the Division Chief
that involved government and contractor personnel. Executed quick turn-around implementation, integration, verification and
validation assessments resulting in the transition of $7.4M in new concepts for immediate operational use. Conducted requirements
definition and analysis which improved fielded capabilities through the prioritization of various program elements within the existing
architecture and the integration of four new concepts worth over $20M. Managed an overall annual budget in excess of $115M.
Chief of Operations/Enterprise Management Operations Center (EMOC) 11/02--08/04

In charge of the daily functions of a multi-million dollar, 24-hours per day, 7-day per week operations center within the National
Reconnaissance Office (NRO) Communications System Acquisition and Operations Directorate. Led an 83 -person branch of seven
military, four government civilians and 72 civilian contractors responsible for monitoring, managing, and protec ting the NRO
communications networks connecting hundreds of locations worldwide. Served as the EMOC Division Chief as required. Appointed
to serve as a subject matter expert on the Source Selection Evaluation Board and Source Selection Advisory Council d uring the
NRO s multi-year Enterprise Management Services contract re-compete the largest IT contract vehicle in the organization s history.
Received the NRO Director s Circle Award the highest award given by the NRO.
TRADOC System Manager for Satellite Communications US Army Signal Center 01/99--07/00

Responsible for program and system management of all tactical multi -channel Military Satellite Communications (MILSATCOM)
terminal programs comprising Army Milstar and Tri-band systems budgeted at over $600M; special emphasis on training, personnel,
testing, fielding and logistics requirements. Programs included multi-national, joint and Army-wide command and control systems.
Represented the US Army Training and Doctrine Command (TRADOC), Commanding General US Signal Center and the Army user
community at design reviews, program briefings, operational test meetings, conferences, working groups and other MILSATCOM
related forums. Focal point for all user activities associated with the development, acquisition, and fielding of MILSATCOM systems
supporting the Army warfighter. Successfully defended Army requirements to the Joint Requirements Oversight Council, Defense
Acquisition Executive and Army Acquisition Executive-level.
Combat Developer US Army Signal Center 10/97--01/99
Fort Gordon, Georgia
Managed operational requirements for the US Army Signal Center. Controlled the combat development activities associated with the
design, testing, evaluation and acquisition of MILSATCOM and related programs. Maintained the requirement documents for four
major tactical satellite programs with a total value of over $780M. Provid ed support to TRADOC system managers, battle labs and
Operational Test & Evaluation Command representatives. Represented the US Army Signal Center on matters related to doctrine
and operational requirements during inter- and extra-governmental working groups and meetings. Saved a critical MILSATCOM

operational suitability of the system; resulted in an approved Milestone C decision. The system is currently the mainstay of the

The first US Army officer selected for the Training-With-Industry program at Lockheed Martin Missile & Space. Served as a
Requirements Manger in the LMMS MILSATCOM General Systems Engineering and Integration Segment and as a member of the
Milstar User Integration team; responsible for collecting, consolidating, and monitoring fulfillment of strategic, operational and tactical
Army communications requirements under the Milstar Program. Provided operational information on current and planned integration
of Milstar into the Army s Warfighter Information Network architecture. Efforts led to ensuring that the Milstar satellite functioned in
accordance with its specifications and supported the tactical warfighter once on orbit.
Company Commander/US Army Special Operations Command 09/94--02/96
Fort Bragg, North Carolina
Commanded a 67-Soldier airborne special operations communications support company responsible for all tactical psychological
operations communications. Deployed on short notice worldwide in support of Joint operations, Unified Command Plans, contingency
operations and exercises. Managed supply accountability of property worth in excess of $15M. Successfully executed a short-notice
deployment to Homestead, FL in the aftermath of Hurricane Andrew with a transportable radio broadcast system to transmit public
service announcements in support of the civil authority s disaster relieve and recovery efforts. The broadcasts saved lives and
promoted the re-establishment of civil law and order by informing the stricken populous of where and how to get immediate
assistance.
