Systematized and organized Regulatory Manager and departmental operational processes without any additional funding or resources; overcame challenges by ensuring tasks correctly entered into tracking system with corresponding completion deadline, engaged in daily discussions with Senior Plant Managers to schedule activities and due dates, prioritized all work tasks to align department regulatory activities with plant tasks, shifted regulatory department tasks to account for limited resources, and rendered in-depth explanation of tasks to staff. Streamlined and simplified Change Evaluator qualifications process by replacing cumbersome self-study program with classroom-based program; conducted evaluation of specifics of change-process to be completed in order to meet regulatory requirements, identified all licensing basis documents to be reviewed prior to change- process completion, and integrated information into corresponding training documents; result of efforts clarified qualifications and significantly cut time required of plant staff to complete process. Charged line organizations with reviewing licensing basis documents to propose needed changes, partnered with line organizations to evaluate changes under internal authorization not requiring NRC pre- approval, completed all reviews and updates, cooperated with staff to assemble all licensing basis documents, and packaged materials for submittal to NRC; subsequently following NRC acceptance review, approval granted to allow LCLR operating license to remain in effect while NRC completes in-depth review. Conducted management readiness audit and evaluation of Engineering, Procurement and Construction (EPC) organization and contractor (Fluor) to provide ACP services; focus of project entailed ensuring that regulatory requirements contained within plant s licensing basis documents were correctly implemented prior to NRC on- site construction inspection. Assembled in-depth strategy and communicated details to 2 newly-hired Regulatory Engineers assisting with process, identified specific deficiencies, and partnered with Senior Management Team to implement sufficient corrective actions.
