QUALIFICATIONS
As a federal government employee for over 15 years, I have held positions requiring a
wide variety of management skills. In supervisory positions I provide technical support
and direction for conducting day to day division operations, conducting interviews and
hiring new employees, scheduling employee work and responsibilities, managing employee
performance appraisals and progress reviews, program manager for the division budget,
requisitioning equipment and supplies, attend planning meetings and conferences,
coordinate and provide employee training, develop short and long range division goals and
objectives, and review employee reports and documents. Performing these tasks requires me
to utilize computers and have working knowledge of word processing, database, spreadsheet,
electronic mail, information technology security, agency report writing, computer
operating systems, and other software programs. It also requires that I know how to use
printers, scanners, modems, monitors, backup systems, laptop computers, desktop computers,
digital cameras, and other computer hardware and peripherals.
As a public servant, the nature of my jobs require contacting and interacting with the
public, co-workers, and supervisors and managers on a daily basis. I provide general
information to people visiting public lands through personal contact, over the telephone,
or at scheduled outreach programs. Contact with co-workers and subordinates is to obtain
or provide information related to conducting law enforcement activities and to maintain a
level of trust, confidentiality, and teamwork. Through regularly scheduled meetings,
direct contact, and verbal or written documentation, the discussions I have with
supervisors and managers is to provide information allowing for short and long-term
decision making and planning processes. I frequently contact other federal, state, and
local law enforcement agency officers to conduct meetings for an exchange of information,
to coordinate law enforcement activities, and to serve as agency liaison.
As a federal law enforcement officer for the past 13 years, I conduct investigations into
criminal violations, make arrests, issue citations for violation of federal laws and
regulations, conduct extensive patrol operations by foot, vehicle, boat, and aircraft,
provide for the health and safety of the public and the security of public and government
buildings, facilities, and visitor use areas. The work I perform often requires making
immediate decisions based on intuitive and factual information that I collect and
assimilate. The actions that I take are discretionary or follow guidelines and are made
without any direct supervision. The law enforcement management and operations I have
conducted covered a wide range of environments and areas; large government office
facilities exceeding 35, 000 sq. ft., public lands with over 3.5 million acres, and public
use and concession facilities such as marinas, campgrounds, stores, and government
residential housing.

District Law Enforcement Ranger, Bureau of Land Management, Lakeview District, Lakeview,

As the division program manager I track the division budget, manage and inventory
division property, requisition equipment and supplies. Communication with co-workers,
supervisors and managers is essential to the success of the short and long term District
and agency goals and objectives. I attend regularly scheduled meetings with the management
team, local office, and meetings with other federal, state, and local law enforcement
agencies. I maintain prompt preparation and submission of monthly and annual division
activity reports, memorandums, case incident reports, letters, time sheets, equipment and
supply requisitions, patrol activity logs, contract enforcement activity logs and
invoices, and vehicle use logs, are other tasks. I also review incident reports and other
documents submitted by others, for accuracy and completeness.
Data processing is an essential part of my job. I use a laptop and a desktop computer as
tools to manage the division and coordinate daily operations. All documents I prepare and
submit to managers and supervisors are prepared using word-processing, database, or
spreadsheet programs. Information in the form of incident reports, monthly and annual
activity summaries, and other messages and documents I prepare are also sent either by e-
mail or uploaded to another computer. Budget tracking, expenditures, requisitions, and
property inventories are maintained on computers I use.
As the District law enforcement ranger my duties and responsibilities are to provide
management and operation of the law enforcement division. This includes the technical
supervision and support of other division personnel and oversight of government contracts
for services with two County law enforcement agencies. It includes conducting patrols by
foot, vehicle, ATV, snowmobile, and aircraft for the purpose of providing for the safety
and security for the visiting public, the protection and of natural and cultural resources
on public lands, government facilities and buildings, roads and trails, and designated
special land management areas, with the District covering approximately 3.5 million acres
of public lands. Conduct compliance checks on wild horse adopters, forest and mineral
products permits.
As an agency delegated federal law enforcement officer, I am authorized to carry and use
firearms and defensive gear, conduct investigations into violations of federal laws and
regulations, make arrests, collect evidence, issue citations, and to cooperate with other
federal, state, and local law enforcement agencies.

Law Enforcement Ranger, National Park Service, Bighorn Canyon National Recreation Area,

Served as a federal law enforcement officer and acting chief ranger with extensive duties
and responsibilities in the resource and visitor protection division that included law
enforcement management and operations, supervision of up to 8 division employees, division
budget management, division property management, land and water based patrol operations,

requisitions, and other division expenses. Prepared division needs assessment reports for
budget planning. Tracking of budget, maintaining property inventories, and completing
reports required extensive computer knowledge. I was traininged and used e-mail, database,
spreadsheet, and word-processing programs on a daily basis.

Law Enforcement Ranger, National Park Service, Friendship Hill National Historic Site,
Point Marion, PA $28, 500 per year
As the acting site manager, supervisory park ranger, and federal law enforcement officer,
my duties and responsibilities included preparation of new or revision of existing
management documents such as; statement for management, law enforcement needs assessment,
standard operating procedures, utility right of ways, land protection plan, memorandums of
agreement, loss control plan, and park safety plan. I supervised up to eight employees in
the maintenance and interpretive divisions of the site, providing training and support,
completing employee performance appraisals and progress reviews, and meeting regularly to
coordinate daily activities, and for short and long term planning.
Management documents, law enforcement reports, interpretive brochures, press releases,
and other written information was prepared using computer software and hardware. Word-
processing, spreadsheet, and database programs were used. I received extensive training in
the current government standards for computer use including; advanced MS-DOS, Lotus 1-2-3,
WordPerfect, dBase IV, and other programs.
As an armed federal law enforcement officer I patrolled roads, trails, buildings,
facilities, and other areas by foot or vehicle to check for compliance with federal laws
and regulations. When necessary, I issued citations, verbal or written warnings, conducted
investigations, made arrests, or contacted other federal, state, or local law enforcement
agencies for assistance.
The historical site received over 150,000 visitors annually. The interpretive and visitor
services division I supervised provided regularly scheduled interpretive, educational
outreach and special event programs. This included guided walks and talks, historical
building and grounds tours, nature trail hikes, and maintaining self-guided tour areas. As
the site manager I supervised the daily activity of these operations reviewing and
evaluating employees assigned to this division. I also prepared a number of division
documents including; annual volunteer services reports, statement for interpretation,
museum collection report and protection plan, library resources management plan, and
others. Prepared or coordinated a daily radio site broadcast of activities at the site,
interpretive fliers, brochures, and press releases.

Computer Operations - Computer software application of word-processing, database,
