CITIZENS FOR OPEN SPACE IN ALVARADO (COSA)

*Founding member of local open space organization founded to protect wetlands in western (Alvarado district) of Union City.

*COSA raised seed money and brought two lawsuits against the City and Ponderosa Homes under CEQA;

*COSA worked to elect a new mayor (still serving today) and several city council members;

*COSA mounted a referendum and an initiative measure that rolled back new residential construction and produced strong protective measures for the Union City hills, preserving visual quality and habitat values.

*COSA used money awarded in one of their lawsuits to found the South Bay Wetlands Legal Defense Fund. The fund today is administered by the Citizens Committee to Complete the Refuge, who matched our initial endowment. The fund provides emergency restraining orders or cease and desist orders in cases involving unpermitted filling and grading in South Bay wetlands.
