Maintain security of inventory, coordinate work of other contract employees from both ORAU and other contractors. 1983 - 2008 United States Postal Inspection Service, National Forensic Laboratory, Dulles, VA

2002 - 2008 Laboratory Unit Manager, Physical Sciences, Supervised the day-to-day efforts of eight senior forensic scientists assigned to the Physical Science Unit, including case assignments, travel and leave management, quality assurance assignments, budget issues, and special projects. Coordinated the operation, makeup and deployment of national crime scene response team. Represented the U.S. Postal Inspection Service at forensic science seminars, professional meetings, and to the print and broadcast media. Reviewed examination procedures, case files, and reports. Oversaw section quality assurance programs and procedures. National Crime Scene Search Coordinator - responsible for assembly and deployment of the laboratory's first responder teams called to investigate the scenes of shootings, bombings and other violent crime scenes. Coordinated laboratory investigations and analyses with other law enforcement agencies. Represented the U.S. Postal Inspection Service at forensic science seminars, professional meetings, and specialized training programs. Served as an agency spokesperson to print and broadcast media. 1970 - 1983 Metropolitan Police Department, Washington, D.C.

1971 - 1983: Firearms/Toolmarks Examiner, Firearms Identification Section, Performed chemical and microscopic examinations of firearms and toolmark evidence, witness/assist in post mortem examinations, process crime scenes and reconstruct shooting scenes. Developed expertise in gunshot residue analyses for proximity determination, firearms function and safety testing, and forensic ballistics examinations. Written numerous technical articles for Postal Inspection Service and D.C. Police Department publications, and the Association of Firearms and Toolmark Examiners Journal. Wrote one short piece for The American Rifleman and one for the National Law Enforcement and Corrections Technology Center's Tech Beat magazine; one article for the American Academy of Forensic Science Journal of Forensic Science; and articles for Chem Matters and Chem 13 science education publications.

Served as a member of the National Academy of Science / National Research Council study group which evaluated the scientific and legal aspects of bullet lead comparison for forensic science purposes, and produced the report entitled Forensic Analysis: Weighing Bullet Lead Evidence. (2004)

Served on the National Institute of Justice / National Institute of Standards and Technology committee which wrote the National Guidelines for Collection and Preservation of Evidence Related to Explosive / Explosive Scene Investigation. (2000)

MAJOR PROJECT of NOTE

2001 - 2003 Team Leader, F.B.I./D.O.J./O.I.G. Case Review, Served as the team leader for the Department of Justice/F.B.I./Office of Inspector General mandated reviews of questioned laboratory examinations of certain bombs and bombing incidents. These reviews were of casework done by personnel of the national laboratory of the Federal Bureau of Investigation over the past several years. Reviews include examination of laboratory notes, analytical processes, reports, and the comparison of these with expert witness testimony, when given.
