The position with CSM and CSM-PLI as of May 2012 was as a Senior Consultant, Trainer, Training Developer, Project Manager and Program Manager.

CSM is a small consulting firm engaging law enforcement agency executives who are working to establish a positive change in the direction and effectiveness of operations of their agencies. CSM was impacted by the economic cutbacks in 2012 by the U.S. Government with the loss of contracts and federal grants.

The CSM-Public Leadership Institute is an independent 501(c)(3) non-profit that is dedicated to the development and facilitation of effective of leadership in government agencies.

Employment Goal:

My goal moving forward is to leverage extensive investigative and management experience, years of practical training development and education to facilitate a meaningful learning experience as a teacher, instructor or trainer. Long-standing experience as a trainer, program manager, and consultant to executive managers, mid-level managers and other levels of agency personnel will provide a solid background for teaching that is firmly grounded in over 30 years of public service and an additional nine years of private consulting services.

Employment Experience and Work History:

1. CSM Senior Consultant to the Region IX Information Sharing Program, 2010 aaiaii May, 2012

The project management lead working with law enforcement agencies in California, Arizona and Nevada addressing the stovepiped information sharing efforts ongoing within the region. This involved working closely with the Sheriffs and Chiefs of Police and their staffs to develop a unique multistate interregional governance program.

2. CSM Senior Consultant to the Department of Homeland Security, Science & Technology Directorate, Command, Control and Interoperability Division (CCID), 2009 aaiaii 2010

This assignment involved providing DHS CCID with assistance in the establishment of a unique governance program for the Pacific Northwest virtual-USA program. The program involved focusing the Emergency Management programs for five states in the Northwest to share incident and emergency management information across state lines, as well as inter-regionally.

3. CSM Senior Consultant to Naval Criminal Investigative Service, 2003 aaiaii 2010

Project management responsibilities include the development of the NCIS Law Enforcement Information Exchange (LInX) program which has included continued involvement with law enforcement information sharing programs throughout the country. This responsibility included developing a highly successful governance processes that address the information sharing requirements of over 900 federal, state, county and municipal participating law enforcement agencies. This project included legal reviews, developing rules of operation, memoranda of understanding, charters, policy documents and privacy impact assessments. Additionally, it involved crafting the tools necessary for conducting in-depth evaluations of information sharing programs and fusion center operations.

This same period also involved working with multiple agencies in the development of agency level strategic plans for operations, the development of operational performance measures and conducting many related training programs.

4. FBI Counterterrorism Division, FBI Headquarters, 2000 aaiaii 2003

Assignment to the Counterterrorism Division involved several positions of increasing responsibility. As a manager, those responsibilities included the FBIaaiais first initiative to develop regional information sharing programs which resulted in the successful development and implementation of the Gateway initiative.

This assignment included working as a Unit Chief in the National Domestic Preparedness Office which ensured that the FBI was prepared to handle the consequences of a terrorist attack, focusing primarily on a weapons of mass destruction (WMD) event.

Responsibilities included a pivotal role in the Office of the Executive Assistant Director for National Security in the development of strategic plans for the FBIaaiais national Counterterrorism and Counterintelligence Programs. This also included assisting in the development of the FBI Counterterrorism Programaaiais first national program assessment for the Director of the FBI and the U.S. Attorney General.

5. FBI Supervisory Special Agent, Anchorage, Alaska, 1994 aaiaii 2000

This duty involved managing and supervising criminal investigations in the region, as well as forming and managing large multiagency task forces, special program groups, court ordered wire-taps, undercover operations and other innovative multiagency programs that were the first of their kind in the state.

6. FBI Supervisory Special Agent, Undercover Operations Unit, FBI Headquarters, 1992 aaiaii 1994

This job involved managing major undercover operations in the U.S. while also developing and administering the highly unique and successful FBI undercover training program. During this time, I also designed the FBIaaiais first formal assessment program for dealing with undercover Agentsaaiai mental and operational preparedness. Along with running the undercover training program, responsibilities included developing related training material and acting as a principal instructor and trainer.

7. FBI Special Agent, 1983 aaiaii 1992

Special Agent investigative responsibilities include conducting investigations in all areas of FBI jurisdiction, to include counterintelligence, counterterrorism, organized crime, public corruption, white collar crime, drug crime and violent crime in the Charlotte, Louisville and Cleveland Field Offices. Special Agent responsibilities included maintaining positive and productive liaison with the military, state, county and municipal law enforcement agencies within a fifteen county region.

8. Patrol Officer/Detective, Greensboro Police Department, Greensboro, NC, 1973 aaiaii 1983

Responsibilities of a patrol officer included being engaged in all levels of patrol activities which included responding and reacting to all categories of criminal activity. As a detective, responsibilities included addressing drug and vice crimes, as well as supporting the investigations of homicides, robberies, and burglaries.

While employed with the police department I was one of the first officers to receive an Emergency Medical Technician (EMT) certification which was maintained until my appointment to Federal service.

This level of knowledge and experience across almost every aspect of law enforcement operations and management will bring a much broader and more complete perspective to the classroom providing a better learning opportunity.

Knowledge and Skills

The completion of my Masters in Secondary and Adult Education has provided me with a perspective for creating a learner-centered environment in the classroom based on current teaching concepts and principles.

My experience working in remote areas of the US and having to bring together agencies and entities that would not or did not traditionally work together has improved my interpersonal skills and orientation as a team member to better serve the communities and people with whom I work and who have had a level of reliance on me. My successes in building communities of practice across the country for information sharing, violent crime task force development and other collaborative processes and efforts illustrates this capacity very well. I have also gained a keen awareness of the public safety trends and requirements across the country for all levels of federal, state, county and municipal law enforcement. Additionally, my operational and administrative skills will enhance my role as a teacher supporting almost any level of academic curricula or professional training program.

My training program development background will provide valuable insight for me into the academic and professional adult training requirements. My activities as an adult trainer for the Boy Scouts of America for over ten years in the Greater Cleveland Council (Ohio), My Old Kentucky Home Council, and the Great Alaska Council have given me a considerable level of experience training and working with adults from all walks of life outside of the law enforcement environment. I received the received the BSA District Award of Merit for my efforts. I also work with the local chapter of the Project Healing Waters program teaching fly fishing and fly tying to disabled veterans.

I have had the opportunity to teach a course in Classic Criminology as a part-time instructor for Gibbs College in Tysonaaiais Corner, VA.

I have a significant level of expertise using Microsoft Office Suite of products and other supporting computer programs for developing professional level presentations, briefings and classroom training material.
