I was responsible for day-to-day supervision of 15 employees dealing with plant accounting, payroll, accounts payable, accounts receivable and tax accounting. Responsible for preparation of trial balance and monthly financial statements for parent company and subsidiaries. Coordinated with independent auditing firm and responsible for preparation of budget and monthly accounting and management reports.

Assignments entailed preparation of financial projections for multi-disciplined cable television operations for purposes of securing municipal franchises, preparation and coordination of applications for municipal cable television franchises, preparation of cable television system and business valuations, preparation of economic viability of telecommunications projects on behalf or the Internal Revenue Service, appearance in Federal Tax Court on behalf of the Internal Revenue Service, preparation of analysis and report on competition in the cable television industry, preparation of analysis of municipal ownership on behalf of the City of Philadelphia, PA and Time-Warner Cable, coordinated the first major cable television operators request for modification of franchise requirements due to economic viability issues. * Continued to provide expert witness testimony and regulatory and economic analysis on behalf of cable television operators, regulatory bodies both state and local, and provide management for operating investors in cable television and telecommunications ventures. Processed and analyzed cable TV rate applications on behalf of Cox Cable, Cablevision Industries, and several regulatory bodies, like the City of Philadelphia and the Delaware Public Service Commission regarding the new FCC rules for rate regulation of basic service cable television rates. Also presented direct testimony and analysis on behalf of Time Warner Communications involving municipal ownership of cable television systems in direct competition with private enterprise.

* Negotiated and obtained cable telecommunications licenses and rights on behalf of clients and the firm in the countries of Poland, Romania and the Federation of Russian States. Provided on site management of the cable television operations in Romania, including the hiring of Romanian nationals, training, the development of all policies and procedures, supervision of the day-to-day operations and negotiations for all equipment and service purchases. Coordinated the negotiations between the cable operations and prospective investors. The Poland cable operation today, provides video service to over 1,000,000 subscribers. The Romanian system now provides cable television and high-speed Internet service to over 60,000 subscribers operating in eleven diverse cities, while the Russian operations have not grown significantly due to lack of funding.

1996 - 1999 Communications Resources, Inc. Ft. Lauderdale, FL

* Developed a consulting division for a multi-disciplined out sourcing company, providing service to the cable television industry. Clients included Time Warner, Cox Cable and numerous municipal regulators. Negotiated a renewal franchise agreement for Time Warner's Milwaukee, WI cable television operations.

* Provided internal consulting to the out sourcing parent company to include budgeting, cost accounting and management of projects.

1999 - 2003 TCS International, Inc. Ft. Lauderdale, FL

* Responsible for overall operations of the business and principal consultant providing regulatory, economic and management analysis to a wide range of clients. Developed the Eastern European business arm of TCS recently provided a strategic analysis of the largest cable television and high-speed Internet provider in Romania. Designed and facilitated a strategic planning session for the largest cable television operator in Romania.

* Continues to provide on going consulting services to municipalities in the areas of regulators, reviewed and analyzed the application of a competitive provider of video and data services in a major metropolitan area and analyzed effective competition under FCC guidelines on behalf of a major municipality. Reviews rate increase filings and performed franchise fee audits of cable TV operations in several cities

2003 to Present Consultant Sole Proprietor

As a sole proprietor I have been providing public utility, cable television and telecommunications consulting to a wide range of clients to include rate analysis, franchise fee and encroachment fee audits and reviews, negotiations of ROW access agreements, franchise agreements, local government property lease agreements for attachment of telecommunications equipment, testimony before public utility regulators, municipalities and sate government agencies and legislative hearings.

Primary client has been the Georgia Municipal Association where I have provided overall consulting to the CTMS program which responsibilities include cable television regulation and monitoring, franchise fee reviews, development of Request for proposals on behalf on the GMA members to sell or lease municipal property, assistance in monitoring and negotiating legislation that impacts their 506 municipal members, management of local government telecommunications systems with the end result is the sale to private enterprise and recently acting as a registered lobbyist in the State of Georgia to lobby on behalf of the GMA and its members the Georgia Public Utility staff and commissioners relative to issues that come before the commission that may impact their members as well as lobby state and local legislators on key issues.
