EMPLOYMENT

SITE ACQUISITION AGENT NOVEMBER 2006 – MARCH 2009

INTEGRATED WIRELESS DEVELOPMENT KEARNEY, NE.

Responsible for all aspects of leasing and zoning of wireless sites. Locate potential new wireless

sites based on search rings provided by RF Engineering. Work with local municipalities to

determine zoning process. Contact property owners to determine interest on lease proposal.

Perform site walks for new candidate sites and determine leasing & zoning feasibility. Negotiate

site leases with landowners. Ensure that all regulatory requirements are followed leasing, survey,

title search, zoning applications, zoning drawings and FAA. Ensure all zoning & leasing target

dates are meet. Work with A&E firms to coordinate all aspects of zoning drawings and

construction drawings. Responsible for preparing & submitting zoning applications. Responsible

for making zoning presentations before Planning & Zoning Commissions. Attend local

governmental zoning meetings, representing wireless carriers for zoning approvals & building

permits.

RF ENGINEERING - MANAGER AUGUST 2003 - AUGUST 2006

NEXTEL PARTNERS INC. HARRISBURG, PA.

As Manager, directly responsible for network performance monitoring and meeting key market

performance goals to optimize coverage, performance and capacity of wireless network. Utilized

Capacity Planning Tools, analyzed results to evaluate and determine network forecasting needs

and meet budget goals. Interfaced with Sales Department and RF Engineers to identify needs for

new sites or target areas of improvements on wireless network. Developed business justification

plans for new sites to submit to upper management for approval. Performed PTP microwave path

studies and link budgets for new microwave hops for new cell sites needing microwave for new

site launch. Evaluated new site RF designs, search rings and potential new candidates with RF

Engineers. Reviewed construction drawings to insure design plans are in compliance. Directly

responsible for providing technical guidance and leadership to RF Engineer and System

Performance Engineer team members. Meet with RF Engineer Team to go over daily and weekly

key performance statistics. Worked with other departments to forecast, order, and plan deployment

of equipment out to the field. Strong RF design and planning knowledge. Attended weekly

progress meetings to insure all new sites and projects meet milestone dates to ensure that market

goals were meet.

RF ENGINEER JUNE 2000 - AUGUST 2003

Responsible for network performance monitoring. Including monitoring network performance

statistics on Motorola IDEN BTS wireless network to identify system performance issues. Worked

independently with little supervision and as a team player to support other engineers and field

operations team on wireless network design and the launch of new sites. Implemented capacity

requirements of base radios on sites and worked with field technicians to meet growths.

Responsible for planning using Agilent Propagation Design Tool to design coverage, new sites,

capacity and performance of network. Designed new site configurations, BTS equipment needs,

antenna selection and configurations and T1 forecast need. Worked with system performance

engineers to coordinate new site datafills. Generated maps using Map Info to support planning and

design of RF network. Responsible for RF design on new site, issued new search rings, approved

candidates submitted by site acquisition, attended site walks to evaluate candidates. Performed

PTP microwave path studies, Frequency study and link budgets for new microwave pops for new

cell sites needing microwave for new site launch. Coordinated the Microwave radio, Microwave

antenna needed for installation with the field operations team. Recommended and implemented

complex changes and additions to improve wireless network system performance. Documented all

neighbor list, handover & call performance parameters. Strong database mining and processing

skills on base radio additions or deletions to achieve optimal use of base radio resources on

network. Responsible for drive test data collection using Agilent network data collection tool and

software for proper handoffs & optimization on launch of all new sites. Post processed drive data

to improve network optimization and troubleshoot network issues. Performed historical trends to

anticipate capacity and performance impact with special events and holidays. Interfaced with

customer service to resolve trouble tickets with customer issues in a timely manner. Promoted to

RF Engineer.

CELLULAR FIELD TECHNICIAN JULY 1995 - DECEMBER 1999

Senior technician responsible for installation, preventative maintenance and repairs for multiple

Nortel cellular and Alcatel microwave sites located across the states of Wyoming, Utah and

Colorado. A strong knowledge of Digital Microwave Network including Alcatel MDR3X18,

MDR-4000, MDR-5000, MDR6000, MDR-11-5, spread spectrum microwave radios and

multiplex equipment to include DMX-3003, DMX-3003N and other DMX equipment.

Responsible for microwave path dish alignment on all new microwave antenna installations. A full

understanding of DS1, DS3 and DSX cross connects. Familiar with test equipment, cell site

monitor, spectrum analyzer, Drive test equipment and T1 test sets. Able to coordinate and follow

thru projects to include the full installation of BTS, Microwave radios, power auxiliary bay, and to

cross connect DS1 together into the microwave network from Central Office to BTS. Cell site

optimization to include handoff parameters, call quality, BTS upgrades, cell site traffic studies and

other aspects of cell site network performance.
