OBJECTIVE To provide and implement 21st century nuclear measurement techniques and

applications.

EXPERIENCE I have between nine and ten years combined experience working with nuclear

SUMMARY materials, safety analysis, ORR preparation, health physics, NDA, NMC&A, fuel

manufacturing, maintaining, operating, and calibrating nuclear measurement

systems. My D&D and radiological cleanup experience involves the

decommissioning of a gaseous diffusion enrichment facility, a high enriched fuel

manufacturing facility, high enriched scrap recovery facility, naval fuel

development facility, plutonium MOX manufacturing facility, and excavating a

radiological burial ground. I am familiar with equipment used to assay and

measure a large variety of process equipment and debris. I have over eight

years experience performing NDA. I have often measured tanks, valves, pipes,

filters, ventilation duct, and other types of process equipment using gamma

spectrometers and neutron counters. At NFS I maintained the process holdup

program over the naval fuel manufacturing facility and down blending facility. It

was not uncommon for me to write standard operating procedures, monitor and

maintain calibration data through the use of statistics, perform standard integrity

checks, fabricate standards, perform technician and instrument operator

training, maintain routine instrument calibrations, and review technical data for

other NDA Specialist. I was actively involved in the design, construction and

procurement of custom nuclear measurement systems. I also set up data bases

for archiving measurement data, routinely interface with regulators and auditors,

and maintain required license routine scans. Every inventory period I was

responsible for calculating the total process holdup U 235 value for all high

enriched process areas and present this data to the Nuclear Materials Manager.

At the ETTP site I used sodium iodide detectors and SNAP neutron counters to

measure and verify U 235 holdup quantities in process pipe and equipment. I

would provide technical and operational guidance to scanning teams in the field.

I overseen operators performing ISOCS and neutron measurements and was

the lead engineer over one of the NDA shop areas. I measured large

components using ISOCS and slab neutron detectors. In my current position I

advise the NMC&A department on measurement control issues, accountability

measurement system qualification, holdup measurements, solution

measurements, special project and difficult measurements, advise on the

fabrication of standards, oversee and ensure accountability measurement

systems performance meet accountability requirements, perform in situ gamma

spectrometry using a trans SPEC portable HPGE, and serve as senior technical

support in the Technical and Measurements Support Group.
