Project: Idaho Department of Health and Welfare – Welfare System Transfer
Managed, coached and mentored a team of five (5) software developers to customize the batch
and interface component of a $500M Welfare System to meet business and technology needs
for the State of Idaho.
Directed several cross-functional teams to assess business and technology requirements and
determine areas for batch and interface customization.
Created strategy and plan by using “gap analysis” techniques to map technology requirements to
stringent timelines.
Assessed and evaluated risks for the project and apprised client management of potential issues
and solutions.
Delivered full-functionality of the first two releases ahead of schedule implementing 100%
features agreed upon with the product owner.
Significantly reduced processing time for client recipients who originally experienced 1-2 week

Project: Starz Entertainment Group – Movie Download Service Billing System Implementation
Implemented and designed a low cost PCI-DSS (Payment Card Industry Data Security
Standard) architecture for the billing system through the use of open source components and
existing software ecosystem resulting in licensing, maintenance and hosting fees savings in
excess of at least $1M for the first year.
Designed, developed, tested and implemented a custom billing system to support new
business model and product offering. The result was increased customer satisfaction and
significant reduction of billing errors to customer.
Managed a team of four (4) developers to successfully deliver detailed design and
implementation of the first release of the billing system.
Influenced and convinced the client of an optimal way to build the new billing system. This
approach gained cost savings and system flexibility.
Researched, designed and integrated a PCI-DSS credit card processing engine and a tax
processing engine into the billing system.
Correspondence Design and Development Team Lead (2006)
Project: New Jersey Labor and Workforce Development – Unemployment Insurance Operations
Modernization
Managed a team of seven (7) Accenture and client personnel to design and implement the
framework used to generate correspondence within the system.
Led a team of developers to institute a process used to design, build and test correspondence
generation and data composition within the system. This was successful in gaining efficiencies
and consistencies for other significant development work.

Project: Colorado Department of Labor and Employment – Object Oriented Unemployment Insurance
Tax and Benefits Implementation
Managed the development of general and detailed design (including creating specification
documents and object oriented model using Rational Rose/UML) for several components of the
Benefits sub-system of a statewide unemployment insurance system including charging, batch
and interface, and correspondence components.
Conducted and mediated client meetings and working sessions to gather requirements and
design the Charging component along with some external system interfaces among which some
other government agencies (DMV, WRIS…).
Developed test plan and test scripts for several components of the system.
Undertook requirement gathering, design, UML modeling, template creation, development,
coding/bug fixing, testing, and configuration of all 110 pieces of correspondence the Benefit sub-
system sends out.
