PROFESSIONAL EXPERIENCE
TEACHERS SERVICE COMMISSION (TSC) - KENYA
The TSC is a semi- autonomous Government agency charged with the responsibility of registering, recruiting,
employing, deployment, remunerating, promotion, discipline, and maintenance of teaching standards for
teachers in Kenya. It is the largest single employer in East and Central Africa, managing over 245,000
employees.
HR Generalist, 1999 to present.
Recruited to help sort out work backlog due to demoralized staff, guiding the process as a team through
management of a full spectrum of Human Resource operations, systems and programs .W orked with senior
management to create HR policies and procedures, organizational Development, created employee retirement
benefits databases, developed orientation and Retirement manuals, Managed leave-of- absence programs and
personnel records, and handle HR generalist workplace issues.
Key Results:
Team leader of the strategic redesign group handling amalgamation of the HR and payroll records
(Integrated Payroll and Personnel Database) computerization exercise. The project included re-
engineering, conflict resolution, employee data cleansing and computerization, team building, training
and payroll management. The project which had stalled for three years was successfully completed
within a record ten months, two months earlier than schedule which improved efficiency and customer
satisfaction by 50%.
Participated in the recruitment of 9000 trained teachers.
Fostered a teamwork environment conducive to positive dialogue across the HR department which
was cited as the driving force behind enhanced processing of employees’ retirement benefits, which
reduced the time used to process individual claim from an average of four months to less than a
month. As a result this improved efficiency by 75%.
Brought workers’ compensation program into full compliance with the retirement Benefits Authority
(RBA) regulations and other laws relating to retirement benefits.
Participated in writing employee orientation, retirement benefits and personnel manuals that guide
Human Resource staff within the organization.
Participated in writing and introduction of the first formal performance appraisal review program,
creating a transparent and flexible tool which has since been adopted by the organization since 2004.
