Senior Program Manager-Regional Manager, 2007 to present
YRC Worldwide is one of the largest transportation service providers in the world. As Sr.
Program Manager/Regional Manager I am responsible for the implementation of
programs for the ongoing development and asset management of all corporate facilities
throughout the Midwest region (15 states, parts of Canada), as well as oversee the
administration of land, specialized structures and technology capital budgets, and manage
all significant engineering, construction, and deployment activities for all operating
facilities within the region. As Sr. Program Manager/Regional Manager I am responsible
for the overall engineering design, operation, analysis, maintenance and upgrades of all
corporate facilities to include the following tasks;
•Direct and manage all procurement, developments, and maintenance of facilities to
support operating requirements, and business plan objectives. Research and evaluate
project needs and site limitations, develop scope and budgetary proposals, and provide
recommendations for management review.
•Lead and coordinate the efforts of internal and external project team resources in the
engineering design of all facilities and construction improvements meeting company and
government quality and functional requirements. Develop all project design criteria and
coordinate design of specialized structures. Conduct all technical and pier reviews of
design efforts. Represent the company before regulatory agencies as necessary.
•Management and oversight of all the new construction or engineered maintenance of
facilities within project budget and time lines. Determine appropriate project procurement
delivery methods to optimize management of costs, time lines, and resources.
Recruit/select vendors and contractors, award contracts, perform periodic inspections,
enforce contract provisions, review and approve change orders and payment requests.
Maintain integrity and accountability of all contractual relationships.
•Conduct facility assessments, perform engineering feasibility studies, develop awareness

of facility conditions within the region and guide prioritizing to establish budgets and
optimize maintenance spending. Develop networks of regional vendors, consultants and
contractors. Provide technical consultation to and build positive working relationships
with the various operation company clients’ management and field personnel.
•Assist the Real Estate Attorneys and Brokers in pursuit of land and building purchases
and facility leases. Perform inspections, conduct due diligence investigations, and
provide engineering technical oversight for build to suits designs and constructions.
•Participate in department initiatives to improve standards, processes and services. Assist
with miscellaneous maintenance requests received through the department call center.
Review, develop, and implement new software applications. Act as functional expert for

Key Bank/JCI provides all capital Project Management, Construction Management,
Transactions Management, and Facilities Management services for Key Banks over 11
million square feet of office and retail bank space. As Key Bank Project Manager
responsible for all lease negotiations, estimating, design, and construction related
projects. Mange and grow the JCI and Key Bank corporate portfolio of high value
corporate accounts and properties. Ensure that all projects, from lease/purchase
negotiations, design development, construction documents, estimating, scheduling, and

Pre-Construction Program Manager-Engineer, September 1999 to December 2003
Manage and perform all owners pre-construction and field construction management
services required for the estimating, design, development, and construction of large
commercial projects. Prepare detailed construction cost estimates, pro-forma, and
schedules for all commercial development work throughout all project phases (i.e.,
conceptual, design, and construction document phases). Develop and implement value
engineering alternatives and/or design construction optimization in order to improve

Assistant Chief Estimator/Project Manger, January 1996 to August 1999
Responsible for the preparation of all estimates and schedules for competitive bids for a
variety of civil works ranging in contract value from $500,000 to $30 million. Primarily
bid Ohio Department of Transportation (ODOT) and Ohio Turnpike Commission (OTC),
heavy highway and large private commercial site development projects. Work
responsibilities included: estimate preparation, job pricing, scheduling, procurement
coordination, office design and engineering support services required for the construction
of large and fairly complex civil works. Extensive working knowledge of HCSS
software for bid preparation. Project Manger and/or Professional Surveyor, on an as
needed basis, for various projects in the field.

Program Manager and Project Engineer, September 1990 to January 1996
Worked for Oakridge Central Engineering Services at the U.S. Department of Energy
(USDOE) Portsmouth Gaseous Diffusion Plant as a Project Manager. Work
responsibilities included: prepared and managed production of engineering drawings,
project specifications, equipment specifications, project plans, project schedules, cost
estimates, design criteria and feasibility studies/proposals for implementation of USDOE
Environmental Restoration and Waste Management programs and USDOE Facilities
Operations programs. Prepared RCRA Part B permits, RCRA Closures and Certification,
RCRA Remedial Actions, design and construction of groundwater treatment facilities,
RCRA and TASCA storage areas. Managed design teams and construction projects to
ensure compliance with and acceptance to USDOE, USEPA and OEPA, regulations,
orders, standards and guidelines.

• X-7725 RCRA Waste Storage Facility Conversion. Designed and constructed 250,000 square feet of
GCEP building modifications for use as a RCRA permitted waste storage facility.
• X-624 Contaminated Groundwater Treatment Facility. Designed and constructed a groundwater
collection and treatment facility for a TCE contaminated groundwater plume.
• PK Landfill Remediation. Designed and constructed leachate collection system, relocation of existing
stream, pump lift station for the interim remediation of the landfill.
• X-120/625 Groundwater Treatment Facility. Designed and constructed a horizontal well and treatment
facility for the testing of reactive media for the treatment of TCE contaminated groundwater.

Responsible for the design and technical accuracy of commercial and residential
developments to include: conformance to state, county and local standards and criteria,
preparation of engineering feasibility studies, zoning appeals and waivers, generalized
development plans, preliminary and master construction plans, flood plain studies, storm
and sanitary sewer design, storm water management, highway design, grading plans,
preparation of bond estimates. Managed and trained engineering technicians and

Responsible for the production and management of Flood and Coastal Studies (FIS’s) for
the Federal Emergency Management Agency (FEMA). Reviewed FIS’s for technical
accuracy. Coordinated FIS’s with Study Contractors, FEMA and various other federal,
state, and local government agencies. Coordinated and managed support groups to
ensure work was completed accurately, on time and a high quality product was obtained
within budgetary constraints. Served as a Party Chief/Instrument Operator for survey
