08/08 – Present Site/CEQA Project Manager
Worked directly with Federal court appointed Receiver (the client) on development of a 10,000-bed prison
medical and mental health care facility program. The program was developed around using Lean production
principals. Managed planning efforts, infrastructure design and environmental impact review of proposed
1,500-bed prison medical facility on State owned property in the City of Vacaville. Managed project
consultant team, conducted public outreach to the local community and elected officials, and coordinated
efforts on the project site with two existing prison facilities. Managed preparation of California
Environmental Quality Act documents (NOP & EIR). Prepared MOU between the client and the existing
prison facilities related to shared services. Conducted site feasibility and due diligence analyses to identify
back-up candidates for prison medical facility sites in Southern California. Managed the Development
Cost/Schedule Alignment Initiative on behalf of the Single Lean Enterprise (joint venture organization).
