Sr Programmer Analyst / Business Objects Designer

I am working with Business Objects as a Universe designer and as a report developer. The database is

Oracle that is populated via a Naval Sea Logistics Center financial application. I have revamped an

unruly universe into five separate universes and have standardized the naming and development

conventions. I have rewritten all of the existing reports to run against the new universes.

Sr Programmer Analyst / Database Design

I have twenty years of experience performing analysis, resource management, documentation, design

and software engineering for a variety of applications and databases.

I designed and developed the NWF Table Generator application. This application imports Excel

information from several sources and inputs it into a relational database where it is used by another

external application. The application was written in C#. The relational database is SQL-Server.

I was the technical lead for the design and the development of the Annuity Payment System (APS) for a

two billion dollar insurance company. There were two other programmers and a beta tester involved with

this effort. The software application provided for the data entry and analysis of fixed annuity insurance

products. I provided the user interface design that was incorporated into the final functional specification.

My technical input was instrumental in formulating the final design that was signed off on by the client.

Due to the sophistication of the software, the company had a professional beta tester to fully document

and test the software. As a programmer I was responsible for the initial development of scripts to assist

the beta tester in the specifics that required testing. Full regression testing was often a necessity and

was sometimes performed by the programmers prior to passing the new module or changes on for full

beta testing. I developed a beta testing application where scripts could be entered into a relational

database.

The physical database was designed using Microsoft’s Visio modeling product. Due to the complexity of

the Reserves mathematical calculations, Visio was also used to provide the programmers with a visual

flow chart of how the process was to calculate the final values. I was responsible for documenting the

database including schema, table, index, and field definitions.

The software was developed using Visual Foxpro and utilized object oriented programming principles.

The relational database was Visual Foxpro (xBase). SQL is the software language used to provide

security, insert, update, delete and retrieve data for presentation, analysis, reporting or to provide data for

external exports such as text files and Excel.

Other applications and databases that I have designed and developed include: a Quote/Order/Invoice

system for a manufacturer, a system for generating the forms required for wage garnishments, and a

laboratory management system.

I was a programmer/analyst working on enhancing several applications dedicated to tracking client’s

employee information regarding drug tests, test selection, pre-employment testing and back ground

investigation data.

The applications are primarily written in Visual Foxpro with SQL-Server used as the database. I had

begun some work with C# as the company is in the process of converting the Foxpro code to C#.

I was a programmer/analyst for the MoneyMaker application that tracks donor information for several

large name non-profit organizations.

The MoneyMaker application is written in Visual Foxpro and utilizes object oriented programming

principles. Reports are generated using Crystal Reports. The relational database is SQL-Server. These

are very large databases for each client and some have tables that contain many millions of records. I

am fully capable of performing the analysis and then designing a complete relational database for new

development or to modify an existing database to meet new needs.

I was a programmer/analyst for the Medical Management Information System (MMIS) application that

analyzes medical information to provide various costs on a per patient basis. This application was the

design of the owner of ValuMed. Because of that, there were only a few clients as the software was still

being developed.

I was a member of a team dedicated to developing a viable software and database solution that would

transform the concept of the owner into a workable, saleable software product. The programmers

operated from external offices.

Due to the sophistication of the software, the company had a professional beta tester to fully document

(OOP). OOP principles require the careful analysis and design of the class hierarchy to facilitate code

reuse and create an efficient application.

The relational databases were Visual Foxpro (xBase), SQL-Server or Oracle. I am fully capable of

performing the analysis and then designing a complete relational database for new development or to

modify an existing database to meet new needs. I used the ER-Win modeling tool to create the logical

and physical database design when moving the original design to an updated Online Analytical Analysis

Process (OLAP) form of database.

Jun 1992 – Oct 1996 SYNETICS, Dahlgren VA

Programmer/Analyst

I was a programmer/analyst for the design and development of the Centralized Acquisition And

Requisition System (CARS) for the Naval Surface Warfare Center (NSWC/DD) in Dahlgren VA. The

application was used by the Small Purchasing and Comptroller divisions to requisition, order, receive and

provide financial information for purchases less than $50,000.

I was responsible for documenting the functional specification for the Order and Receiving modules. I

interviewed the eventual users of these modules to determine how the software would best assist them in

performing their daily duties. A formal presentation was provided to the client on the final specification

before any coding began. Regular meetings with the development team, company management and the

client were held to provide status updates and to discuss modifications to software already developed.

I wrote initial test scripts and performed testing for the modules I was responsible for and performed beta

testing of modules developed by other members of the team using their written scripts. These scripts

were entered into an application that the team wrote and were available for use at any time to perform

additional testing on new features or to perform regression testing.

The CARS was written in COBOL with a hierarchal database management system developed by Digital.

I provided analysis and development of a project tracking database using Lotus Notes. Lotus Notes had

just upgraded to include some class (object) definitions for their product and the parts that I worked on

were developed using object oriented programming principles.

I provided the analysis, design and development of an application to support Synetic’s training center.

This application was written in Visual Foxpro and utilized its native xBase relational database. I was an

instructor for the training center and taught the Microsoft Office Access database and development

product to base personnel.

I was also involved with maintaining and enhancing various stand-alone C programs for the AEGIS

department.

I designed and developed an inventory system to manage PC and other hardware stock and a pilot

response tracking system for the Federal Aviation Administration Headquarters in Washington DC. This

application was developed using Foxpro and its native xBase database.

I was responsible for maintenance and enhancements for the Comptroller and Supply Support Systems

(CASSS) for NSWC/DD. CASSS is composed of three subsystems; Travel, Funding and CARS. All of

the systems are on clustered VAX 8350s using VAX COBOL and DBMS for the database.

I assisted in the design and development of the Intelligence Resources Information System (IRIS) for the

Assistant Secretary of Defense, Intelligence (ASDI) at the Pentagon. The system was developed using

PL/1 and DG/SQL on a Data General mini-computer. This system was demonstrated as a prototype on

PCs using Borland’s Turbo C.

Mr. Despres designed and assisted in the development of the Budget Allocation System (BAS) for the

Office of the Chief of Naval Research (OCNR) in Ballston, VA. The BAS was developed using VAX

COBOL, Rdb/SQL and resides on a VAX 4000. He also assisted in the design and development of a

financial management system using dBase III+ on PCs.

I was the supervisor of five programmers on a contract with the Federal Home Loan Bank Board

(FHLBB), now the Office of Thrift Supervision (OTS) in Washington, DC. He coordinated the efforts in

developing the Guaranteed Advance System (GAS) and the Interim Case Tracking System (ICTS). He

was also a maintenance programmer for the Thrift Edit System. All of the work was done in clustered

VAX computers using VAX COBOL and Rdb.

I also designed and developed an on-line reporting system for the Manpower, Training and Personnel

Department at the Navy Annex in Arlington, VA. The system was developed using VAX COBOL and

Rdb.

Mr. Despres worked on the development of the Travel and CARS sub-systems as part of CASSS for the
