Land Acquisition, Management, and Valuation: Real Estate experience acquiring and managing land for

Richland PlannedCommunities, Inc. directly involved in the purchase of over 600 acres and the sale of over 60

acres.

Projects

Reports:

State of California Environmental Justice Policy & General Plan Guidelines: At the Governor’s Office of

Planning and Research (OPR), I worked with the Environmental Justice division in writing the Sustainability and

Environmental Justice sections for the 2003 General Plan Update. I was also involved in reviewing the State CEQA

Guidelines and the MSR Guidelines for sustainability and environmental justice compliance. I wrote and suggested an

internal policy for OPR in handling environment justice issues statewide.

State of California, Department of General Services: Worked with HOK and other consultants to come up

with evaluation criteria, information, and presentation exhibits in order to best analyze the siting of future State Agency

offices throughout the Sacramento region. This required downloading web based environmental and geographic

information from multiple state, regional and local agencies. It required an understanding of the local issues, and

explaining the regulations and requirements from the local and state jurisdictions to the State Dept. of General Services.

Sacramento General Plan Update: Worked as a sub-consultant to PBSJ & Mintier and Associates to

understand the existing citywide infrastructure and issues, and existing General Plan infrastructure policies for the

background infrastructure report. Upon completion of the background report, I wrote, reviewed with the General Plan

Review Council, and the Dept. of Utilities, and completed the infrastructure policies for latest General Plan update. –

Sacramento, CA

Union Park: Worked with the project manager, City of Las Vegas and Newland Communities to put together all

the GIS information and planning documentation to accomplish LEED ND Gold certification under the LEED ND

pilot project for this downtown master planned development, 60 Acres, 3,800 units & over 2 million sq. feet of

commercial. - Las Vegas, Nevada

Folsom South Canal Management Plan: Worked with a group of area representatives and with the BLM to

coordinate the Management Plan. Wrote the outline and draft of the initial sections for this project under a Caltrans

grant, and coordinated the submission to the Folsom South Canal Partnership. Sacramento County, CA

Feather Creek Schedule and Specific Plan: Using Microsoft Project, I revised the project schedule to identify

each aspect of the entitlement and development process in a clear schedule that was used by Sage’s ownership to identify

milestones towards project approval. Also, I rewrote the policies and redesigned the graphics for this Specific Plan: 2,741

DU, 701 acres - Yuba, CA

Clovis Downtown: As a an adjunct instructor and graduate student at Cal Poly, San Luis Obispo, I worked with

the students, city manager and planning director to facilitate the vision and production of a specific plan for the

Downtown Clovis Area - Clovis, CA

Development/Redevelopment Projects:

The Sacramento Downtown Railyards: As the planner for Nolte on this project, I was directly responsible for

completion of the Land Plan, Tentative Map Design and Processing of the tentative map for entitlement in Dec, 2008. I

was also responsible for coordinating the conditions of approval, negotiation on behalf of the developer, and especially

Open Space requirement negotiations. 200 Acres, 12,500 Units, 10 million sq. ft of commercial - Sacramento, CA.

Land Park at Lathrop: Assisted in the entitlements, land and infrastructure planning for Richland Planned

Communities. I also managed the local land holdings and prepared the land for development, as well as assisting in the

oversight of the initial construction. 1,600 acre, 6,000 DU - Lathrop, CA

Dunnigan Hills: As Richland Planned Communities Inc. representative to the property assemblage, I worked

with this project for one year in seeking the entitlements, as the preferred alternative in the County General Plan Update

- 5,400 acres/10,000 DU - Dunnigan, Yolo, CA

South Lathrop: Assisted with the initial entitlement work, land use and infrastructure planning for a residential,

commercial, industrial project. Project specifics included negotiating an easement sale to the Department of Water

Resources. 120 acres, 1000 units - Lathrop, CA

Jackson Hills Golf Course Community: Working with the developer, I assisted the City in writing and

rewriting findings for the EIR, including project benefits and proposed conditions of approval. I was also involved in

reviewing a new development code for the City with an oak preservation ordinance, and I assisted with project

management and the entitlements. 500 Units - Jackson, CA

Muma Project: Working with an investor on this commercial project to entice Cabelas to enter the Sacramento

market place, I worked closely with the developer and County official and staff in seeking entitlements. I was the land

planner / designer and worked on the infrastructure planning as well. 60 Acres, 2 Million Sq. Ft. of Commercial /

Business/ Retail - Dunnigan, Yolo, CA

Orchard Place (2007)/Loomis Winery(2008): Worked on the initial processing of entitlements and land use

design for a sustainable lot layout / land plan to facilitate approval of land plan and tentative map - Loomis, CA

Miscellaneous Projects:

CSUS Faculty Housing: Designed a 400 unit, LEED Gold project. 23 Acres – Sacramento, CA

Duffel Property: Worked for client to reestablish a working relationship with the City officials & staff. 2,000

Acres - Wheatland / Yuba County, CA

Springfield Ranch: Assisted in PR work for traction building of this 1,600 acre development - Winters, CA

River Park: Tentative map processing & graphics: 2,788 DU, 420-acre project - West Sacramento, CA

West Roseville Specific Plan: Working for Richland as part of a larger assemblage, I negotiated acquisition of

160 Acres and worked on the general entitlements for the developer. 660 acres - Placer County, CA

Crossroads Commerce Center: For Richland, I was acting entitlement/ industrial park association manager

for this industrial-commercial park. 400 acres - Lathrop, CA

Sam Martin Condo Project: Designed lots, building, landscaping &graphics; processed application 24 Units -

Ione, CA

Lorenzen Parcel Map: Design and tentative map processing for 4 lots – West Sacramento, CA
