Recent Projects:
I am most familiar with and committed to Safety, Health, and Environmental policies and practices of many of the
major gas, oil, and telecommunication companies. Listed below are companies and projects that I have been directly
involved with:
May 2007-January 2009: Boardwalk P/L Expansion Projects
In March 2007 I was requested by Kim Hutchinson for UEI to be a integral member of an organization to develop a
safety team to manage quality control personnel to oversee and maintain safety as the number one priority for the
construction of multibillion dollar project connecting over 900 miles with supporting facilities of 42” natural gas
pipeline spanning across six states for the newly formed Boardwalk Pipeline Partners who took over Gulf South,
Texas Gas, and other entities to become a major company in the industry.
After weeks of preplanning and training the management teams and inspectors needed to oversee the construction of
the East Texas Expansion Project first consisting of numerous contractors and their subcontractors involving over
five thousand workers, I was given the position of Safety Coordinator working directly under Dale Deverell Project
Manager of Spread #3. Also I shared additional responsibilities of Chief Inspector because my spread could not keep
anyone in that position and was the only spread for entirety of all the project without someone in that role.
My duties involved safety orientation training, conducting daily safety meetings, developing written safety and
emergency response programs and compliance of all safety regulations for all workers on project including
Inspectors at the Rayville Gulf South Office, workers at Delhi Warehouse, along with workers at two pipe yards.
My chief responsibility was to maintain Safety as the number one priority for over seven hundred employees of the
contractors and theirs subs during the construction of sixty-one miles of 42” natural gas pipeline, two Compressor
Stations, and Interconnects. This was accomplished by monitoring and close observation that the contractors written
safety programs sixty- four miles of 42” natural gas pipeline were being adhered to, identifying and documenting
hazards, closely monitoring all excavations, tasks being performed by competent personnel especially when required
by Veriforce, conducting random safety audits, collecting equipment inspections, death and accident investigations
and determine root cause analysis, and documenting compliance or non-compliance with OSHA, DOT, inclusive
with all local, state and federal regulations.
In January 2008 before completing Phase One, I opted to accept position for Phase Two as Environmental Inspector
for Perennial Environmental Services (PES) declining position as Safety Coordinator in Arkansas with UEI. PES
formerly NEA provided all Environmental Inspectors for the entire projects for Boardwalk P/L Partners. In May
2008, I was one of the first to arrive to begin constructing Spread #1 of the Gulf South Expansion consisting of and
Compressor Station near Sherman, TX involving over one-thousand workers and spanning across two states. Under
Lead EI Ron Ladd my duties and responsibilities included Environmental Orientation Training, and monitoring
compliance with rules and regulations of the Federal Energy Regulatory Commission (FERC), documenting non-
compliance and problem areas and specializing in the monitoring of horizontal directional drilling of waterways.
Also responsible for monitoring all work being performed safely and incompliance with all rules and regulations and
had authority to stop all work if not in compliance.
