Objectives I am a Senior level Program Manager/Programs Director with 25+years in
this field with a PhD and an MBA both in Engineering Management. I am
available on very short notice. I am seeking employment as above in a
vital environment.I lead & write proposals,use the Program Management
tools, (EVM etc.)Am personable and responsible. I have a reputation of
"making a silk purse out of a sows'ear" Government contracts are good to
manage, I get along well with government employees and have been
favorably cited by them. I am looking for a position in upper middle
management,with responsibility for success. I don't want to work in an
environment where the management style is not traditional. My
reluctanceto do this is due to a former employer, but that is not to say I
wouldn't experience it again.
Accomplishments Published dissertation in the Library of Congress, recognitions and
awards from professional societies, my employers and the US
Government customers. I am a Senior Member of th following
professional societies,IRE,IEEE,IES,AFCEA,AOC,AOPA,ARRL

Experiences Consulting Program Manager

Took over a failing risk management ewffort on the JTRS program. I
chose not to return after their planned closedown. Arizona is a "bear" to
live (motorHome) after San Diego
2/2008 - 2/2009
Consulting PM and PE for Korean T-50 Air craft (US F16). Involved
intesting program of APU and upgrade design. Client ranout of funds

3/2006 - 5/2008
Managed a group of SW and HW engineers along with a test engineering
staff in the design and development of a Software defined military
communications radio system. Responsible for all aspects of design and
development
Sr. Program Manager
2/2005 - 3/2006
Program managed the Mini-Dama Satellite system for the USN. System
was late and over budget. My leadership the overbudget and late
conditions were mitigated and the customer granted an exemplory report
to the USN

Responsible for the B-2 Radar Upgrade at Tinker AFB. Worked closely
with my government counterpart to re-design classified aspects of the B-2
Radar System, under a top war time priority. Oversaw and interacted with
both government engineers and DME enginering staff. DME was cited by
the B-2 command for wartime excellence and awarded a significant bonus
to DME and staff.

Solicited and subsequently wrote and won an IDIQ for $70 mil to support
the Marine Corp and their test facilities. Worked closely with government
contacts in orde to author a winning proposal.
