Contract evaluator for a $150M logistics support contract for research, development, test, and
evaluation of intercontinental ballistic missile defense (Star Wars Program). Led and supervised a
contracted hospital, dental facility, veterinary facility, preventive medicine facility, postal operations,
and retail and cafeteria food facilities. Collaborated and accomplished the priorities of the Ambassador,
U.S Department of State. Negotiated change orders, wrote sections of Performance Work Statements,
and developed quality assurance programs to evaluate contractor performance .

• Conducted review and integrated changes resulting extremely reduced risk to residents and a
cost savings of 10% annually
• Coordinated the revision of agreements, conducted the decision analysis, and negotiated
