Efficient quality manager with more than 10 years experience; quality internal auditor of quality

systems, ISO 9001: 2000 and AS9100B; a detailed and experienced mechanical engineer and

quality professional with 20 years of design and manufacturing experience.

MANAGER EXPERIENCE

- Quality Director of manufacturing company for the medical and aerospace industries –

machined components and small assemblies; lead auditor, training coordinator, engineering

configuration manager; responsible for planning, inspection and documentation control.

- Quality Manager of an aerospace supplier company - our customers were Boeing, Lockheed

Martin, BAE Systems, AAR, Raytheon, Rockwell Collins. I was the Government

representative for the company, and we were supplying actuators and instrumentation to the

Department of Defense. The DoD forms to submit inspection records, shipping records, were

controlled by my department, the Quality Department. FAA, C.A.S.E. and

Government/customer audits were my responsibility as Lead Auditor.

- Coordinated the development of the Training Program, the Management Review, Internal

Audit Program, continual improvement program, corrective and preventive action for

suppliers, customers and internal processes, the writing and issuance of all the documentation,

implementation of new processes; certified the company to the ISO 9001:2000 standard and

AS9100B.

- Developed and managed a viable Quality Management System, during the past 10 years, and

certified the division of a medium-sized public corporation to the AS9100B and ISO

9001:2000.

- Facilitated training to the quality standard, to common quality practices, in understanding the

quality system, the interaction of the processes, and the value of team work.

- Head of the quality department in a medium-sized plants, over 13 employees including

inspectors, technicians, associate engineers.

- Managed and participated in service, repair and modification activities of passenger

locomotives Amtrak and Metro-North.

- Participated in customer meetings for solving reliability and warranty complaints, safety

FMEA, warranty contract negotiations, reliability issues, during the positions held in the past

10 years;

- Conducted research project for the diagnostic of machine-tool precision using touch probe

technology and original artifacts, under a grant of University of Montreal and Pratt & Whitney

Canada, which was finalized with several student projects, master theses and my Ph.D. thesis.

- Supervised operators for the assembly lines of milling CNC machine-tool cells and automatic

lines.

ENGINEERING EXPERIENCE

- Accomplished manufacturing engineering functions and activities to sustain the Quality

Management System of the company -- audited, wrote, reviewed, facilitated approval, trained

personnel and implemented numerous work instructions and procedures.

- Designed subassemblies and assemblies of machine-tools and industrial robots that have been

effectively built and function in production lines in several European factories.

- Designed and implemented system of milling CNC machine for calibration and precision

diagnostic at University of Montreal, Canada and at Pratt & Whitney Canada, consisting of

several touch probe artifacts and Matlab software (mathworks) for direct machine control.

- Designed and implemented mechanical packaging solutions for freight national locomotive

power electronic equipment, e.g. rectifiers, inverters, locomotive control.

- Designed safety device for throttle locomotive control and won 1998 Top Reliability Project

at General Electric.

- Designed and implemented a combined rectifier for freight locomotive inverter cabin that

brought savings to the company (GE) of more than $250,000 in the first year of its

implementation 1999.

- Participated in a team for the development of technical and contractual documentation of

wireless network development.

- Participated in conducting studies of research activities of Canadian companies and prepared

the required documentation in the scope of making them eligible for federal and provincial

subsidies and tax exemption.

- Conducted more than 20 six sigma engineering projects in the position of project leader or

project mentor, on a extensive range of mechanical engineering reliability or productivity

solutions for locomotive equipment. I obtained the Green Belt certificate and held Black Belt

position.

- Conducted tests for environmental compliance, including 3-axis vibration, simulated vibration

and load, cycling temperature stress, high air pressure in air tunnel, design FMEA,

development of safety and risk analysis.

AS9100B and ISO 9001:2000, Lead Auditor; coordinated planning and compliance with medical

device industry for engineering, quality and production requirements, GMP and ISO 13485;

supervised 12 employees.

09/2005 – 10/2008 – Quality Manager, Moog Components Group, Springfield PA. Principal

responsibilities: certified company to AS9100B and ISO 9001:2000, IPC A-610 trainer, Lead

auditor, Government property administrator, head of the Quality Department (13 employees);

passed FAA, CASE audits; government contract reviewer and government asset contract

administrator.

01/2001 - 08/2005 -- Quality Assurance Manager, Penn Engineering and Manufacturing corp.,

Harleysville PA. Principal responsibilities: Head of the department (11 employees). Coordinated

activities for successful certification to the ISO 9001:2000. Managed monthly and weekly inter-

departmental meetings for the improvement of the manufacturing yield. Supervised activities of

inspection, repair and returned motors, calibration and production non-conformances.

01/1998 - 01/2001 -- Black Belt, Program Manager, General Electric Transportation Systems,

Erie PA. Principal responsibilities: Lead BB engineer in the design of mechanical packaging for

power electronic equipment for inverter and control of locomotives. Lead and mentored six sigma
