Emergency Communication. Transformation Program (ECTP), FDNY Voice Radio Project.
The Emergency Communications Transformation Program (ECTP) is a critical project for the City of New
York to upgrade and integrate the City’s 9-1-1 emergency radio (VHF & UHF conventional and 800 Mhz
Trunking) communications system. Working with the FDNY and the NYPD, along with other stakeholders,
the purpose of this initiative is to transform the City’s emergency communications and service deliver
through streamlined operations and improved technology solutions. This effort will create a unified call
taking system, upgrade the City’s E9-1-1 telecommunications infrastructure, create state-of-the art dispatch
facilities and implement new technologies to improve the City’s response to emergencies.

Principal Engineer/Program Manager - Consultant & Engineering Services to the D.C. Office of the Chief
Technology Officer (OCTO) and the D.C. Office of Unified Communications (OUC) on Phase 2
Integration and Implementation of the Public Safety Unified Communications Center (UCC).
The UCC is the District’s primary communications, command and control center that manages all
emergency (9-1-1), non-emergency (3-1-1), and City Wide customer service calls. The facility houses the:
o DC Metropolitan Police Department (MPD) Communication Center (9-1-1 and 3-1-1)
o DC Fire and Emergency Medical System Communication Center (9-1-1)
o DC Emergency Management Agency (EMA)
o DC Mayor’s Customer Service Communication Center (727-1000)
UCC technical systems include interfaces to Motorola 460MHz and 800MHz trunking radio systems, the
Police, Fire, EMS and EMA radio dispatch system, E9-1-1 Telecommunications, Administrative
Telecommunications (DCNET), Intergraph CAD, Voice Logging Recording, LAN/WAN (DCNET) and
Network Timing systems. EMA technical systems to include fifty-six (56) integrated Radio Systems -
Public, Private and Military, Secure and Non-Secure Telecommunications, Audio/Visual display and
control systems to support the various agencies involved in Emergency Management in the Washington,
D.C. Area.

• Land Mobile Radio (LMR) Engineering support for requirements development and pre-RFP
support to the Hampton Roads First Responders Voice and Data Interoperability ORION Project,
Virginia Beach, Virginia.
• LMR Engineering support for the requirements refresh, RFP development and Proposal
evaluations for the Louisville/ Jefferson County Kentucky Communication Interoperability COPS
Grant.

and 81 Pennsylvania State Police Trooper Stations for State Police Computer Aided Dispatching
in the Commonwealth of Pennsylvania.
• Information Technology/ Security Engineering/APM - U. S. Census Bureau, Census 2000 Data
Capture Center Design - design and implementation of the Physical Security System, Telephone
System, Fiber Optic/Copper Local Area Networks, and Enterprise Data Network between the
centers and Mobile Radio Communications Systems located at 4 Major Data Capture Centers for
the 2000 U.S. Census.
• Radio Systems/APM – City of Baltimore 800 MHz Radio System and Computer Assisted
Dispatch Enhancements - Systems Engineer for the design and implementation of nine 800MHz
Repeater Site for the Motorola 28 Channel Citywide Trunking Radio System for the City of
Baltimore.
• Systems Engineer for the design and implementation of two E911 Communications Centers (City
of Los Angles, CA & City of Atlanta, GA).
• Safety/Security Engineering – Department of State (DOS) Diplomatic Security Division –
Performed requirements analysis and design verification on the DOS Security System and needs
analysis for the extension of the security system worldwide.
• Systems/Integration Engineering – O’Hare International Airport Permanent International Facility
(T5) Physical Security System (PSS). Development and Integration Engineering of a FAA
compliant Physical Access Control System for the O’Hare International Terminal and the U. S.
Customs Rover Command Center.

Command Dispatch Center (CDC). Development and Integration Engineering effort of the
Command Dispatch Center (CDC).
