Selected Achievements:
ITT Federal Electric Corporation (Vandenberg, AFB): ITT Federal Electric Corporation was faced
with the challenge of implementing an earned value management system (EVMS) that required a
rigorous Air Force review and acceptance process. Failure could mean loss of a large multi-year
contract for FEC. Chuck led a small consulting team to plan and baseline all 55 FEC projects and
successfully passed the Air Force Review – with ZERO discrepancies!
Electrospace Systems Inc (ESI; now Raytheon; Dallas, TX): ESI was faced with the absolute
requirement to get their performance management systems validated in order to continue to win by
Air Force, Navy and Army contracts. Chuck worked with senior ESI leaders and drove the company
through a complete overhaul of its project management policies, practices and tools. The end result
was ESI was the first company ever to achieve a Tri-Service (Army-Navy-Air Force) EVMS
Validation in less than one year!
Arkansas Army National Guard (Little Rock, AR): The Major General and their senior staff were
faced with creating a measureable and realistic Strategic Plan aimed at increasing effectiveness with
less staff and funding anticipated in the future. Chuck pulled the 20-senior leaders into an intensive
one-week workshop that produced a new Strategic Plan. The Major General and staff were so
impressed with the excellence of work that they awarded Mr. Mitchell the National Guard Bronze
Leadership Coin; a prestigious award rarely given to civilians.
US Army 10th Area Support Group (Okinawa): W hile providing the Army’s forward presence,
command and control and contingency operations in this critical region of the world, the ASG
Commanding Officer wanted to rapidly put in place a strategic metrics system with measures that
would help show that 10th ASG was doing a great job. Chuck pulled 75 people in multiple Army
departments into a 10-day series of meetings that produced a complete set of metrics running in a
ready to use database. The ASC Commanding Officer was sufficiently impressed to award to Mr.
Mitchell, the Army Bronze Coin of Leadership.
Pat Salmon & Sons (Little Rock, AR): One of the largest U.S. Postal Service mail with over 1100
trucks and over 1000 drivers hauling US Mail 24hrs/7days week in 26 states. The Postal Service
challenged Pat Salmon owners to apply for its new Postal Service Quality Supplier Award and
compete against 250 other major companies for this top award. If Pat Salmon could at least respond
well it would improve its chances of continuing to win USPS contracts. Mr. Mitchell created the new
systems, trained the company teams, and guided the application for award The Results: Pat Salmon
& Sons WON 1st Place in the USPS Quality Supplier Award!
Small Business Development Centers (USA): America's 1000+ Network of Small Business
Development Centers (SBDC) is the most comprehensive small business assistance network in the
United States and its territories. Mr. Mitchell decided to target this market for AfCI and created the
systems, marketing plans and sales processes necessary, then executed them all. The Results: As
of January 2009, AfCI systems and training products have been purchased by 220 of 1000 SBDC
sites in the USA. Chuck has an unusually strong capability to penetrate new & difficult markets.

PA-1 - Mr. Mitchell created the first Performance Analyzer software for Government EVMS data analysis and
successfully marketed it to over 500 Defense Contractors.
C/S-Trainer - Mr. Mitchell created the first Cost/Schedule (EVMS) computer based training system and
successfully marketed it to over 1000 Defense and Government users.
CI-Toolkit - Mr. Mitchell created a powerful set of TQM tools and the supporting training materials. This
toolkit was successfully marketed to over 20,000 users in all sizes and types companies and Government
agencies. Several of these customer sites used this system to win or place close in National Quality Awards.
HPLS - Mr. Mitchell created a special set of tools for the Small Business Administration (SBDC Centers) and
marketed it to 13 of the 50 USA Small Business Development Centers. Mr. Mitchell also trained over 220 of
America's SBDC Directors and Counselors.
HPO21 - Mr. Mitchell created this latest version of tools available online and used to transform any public or
private organization into a High Performing Organization. This is currently the top selling AfCI product.
