Community Development Administrator
Since November 2008 I have managed the Community Development Office
for the City of Opelika, Alabama. Projects and initiatives include CDBG grant
administration, overseeing historic preservation initiatives, organizing public
hearings, meeting with community groups and classrooms, acting as a liaison
between the City and the U.S. Census, and providing staff support for various
Commissions and Boards. Job required the ability to integrate myself into a
new setting, extensive public speaking, and a genuine interest in integrating
myself into a new community. Skills acquired include an ample familiarity
with City Planning, community organizing, and rules of order.
2005-2008 Municipality of Aguas Buenas Aguas Buenas, PR
Director of Federal Affairs, Housing, and Urban Development
For four years I held a cabinet-level position within the City Administration
for the Municipality of Aguas Buenas as Director of an umbrella agency.
Projects and initiatives include extensive grant administration, intense grant
authorship, the execution of localized socio-economic censuses, community
outreach, acting liaison between the City and federal agencies, oversight of
urban revitalization initiatives, and the administration of an annual budget of
$2 million. Job required the ability to effectively manage an office composed
of up to 18 employees as well as administering disciplinary action. Skills
acquired include familiarity with review processes, conflict resolution, and
inter-agency coordination.
2001-2005 Cybernet Cafe, Inc. San Juan, PR
General Manager
For four years I managed a small chain of tourist and business-orientated
communication centers throughout the Metropolitan Area. Responsibilities
included hiring and training employees, supervision, scheduling, opening
and closing, bank transactions, inventory acquisition, and other day-to-day
administrative tasks. Job required the ability to serve a broad clientele, and
willingness to work long hours. Skills acquired include dealing with a multi-
cultural client base, time management, and supervision skills.

Participation Was selected as a member to provide feedback and information from a
community development perspective. The Committee provided feedback, data,
and direction to the City’s Downtown Development Plan.
2008–Present NeighborWorks Opelika, AL
Took part in an organization offered a number of supportive programs and public
services to low-income communities. Projects included down payment assistance
grants, homeownership training, and a community garden.
2007–2008 Regional Eco-Tourism Board Caguas, PR
Acted as the Municipality’s representative in a special board made up of
members of civil society and the public sector. The committee oversaw the
drafting of an action plan for the eco-tourism development of the Island’s
central region, including the undeveloped Caves of Aguas Buenas.
2005–2008 Metropolitan Planning Organization San Juan, PR
Acted as the Municipality’s representative in the regional MPO.
Responsibilities included the authorship, submission, and legislation of
Municipal transportation-related proposals.
2004–2008 Elections Commission Supervisor Aguas Buenas, PR
Acted as a certified official during four electoral events. Tasks included
working 15-hour shifts, overseeing ballot tabulation, supervising a multi-
partisan committee of elections observers, and certifying electoral results.
