Central Intelligence Agency, Program Director, Program Designer and Instructor; 2000- 2008
Program Director, Designer, Platform, and Instructor of Surveillance, Surveillance Detection and
Counter-surveillance training programs. Trained students on security and how to case and map
out routes for clandestine meetings and detecting surveillance both on foot and in vehicles.
Students also are trained in conducting counter-surveillance to assist other officers during their
meetings. Trained officers in the art of operational meetings with foreign contacts.
Central Intelligence Agency, Director, Manager and Instructor; 2002-2008
Planned, organized and conducted classes specifically for former and current military officers
who will be involved in special activities for the agency. Course includes in depth training in
surveillance, security, counter-surveillance, and protection of government employees overseas.
United States Investigation Service, Program Manager; 2004-2008
Served as manager of the (USIS) 300+ member surveillance department from 2004-2008,
developing, planning, training, scheduling and running a specialized program in support of an
agency training program.
United States Secret Service and Fairfax County Police Department, Instructor; 2003- 2007
Responsible for training classes of special agents and police officers in surveillance detection and
counter-surveillance and clandestine operations against foreign and local insurgents.
Central Intelligence Agency, Team Leader; 1993-2000
Highly classified top secret program. Worked for the Counter-Terrorist Center in numerous
countries where I used surveillance and counter-surveillance to protect other officers during
transit and clandestine meetings. Managed several multi-million dollar classified programs
consisting of 30 member-teams undergoing covert ops.
Also conducted special activities as directed by the Director of the CIA.
American Embassy, Bonn, Germany, Deputy Assistant of Security; 1987-1992
Served as the Foreign Service National in charge of the Security Contingent for the Embassy.
Trained the security force in the arts of surveillance, surveillance detection and counter -
surveillance who worked in conjunction with local law enforcement for the protection of
American personnel.
British and USA Special Forces, Bonn Germany; Chief K9 Handler/ Instructor, 1984-1987;
Chief Trainer and handler for British and USA joint force K9 training school, training specialized
dogs for detection at nuclear sites and training other handlers skills for working with the K9s.
British Army and Special Forces, 1973-1984
Served in Special Forces for 12 years, three years in 29 Commando, nine years in 22 SAS. Served
in more than ten countries including special covert ops in Northern Ireland as a covert operational
officer, 1975-1977, and served in the Falklands in 1982. Worked directly with IED military bomb
teams and personnel. Worked closely with British intelligence and on special projects for MI5
and MI6.
