PROFESSIONAL EXPERIENCES
Research Assistant Dept. of Biomedical Engineering, Louisiana Tech University (2003-2007)
• Developed an innovative electronic medical cardiac device from initial concept to clinical
experiments: Designed a non-invasive electronic medical cardiac sensor (analog circuit design)
based on new mathematical algorithms; Built and evaluated prototypes against specifications;
Withers, Ting Page 1 of 3
Designed and developed PCB using OrCAD software packages; Used lab electronic test
equipments to validate and debug designs; Designed and assembled a data acquisition system with
the new sensor; Developed and executed reliability test plans; Conducted clinical experiments and
recorded clinical cardiac data from human subjects with the new designed medical device. The
patent application has been submitted.
• Performed digital signal processing (DSP) (eg. QRS detection, window and synchronize, 1600-point
window Wiener filtering, ensemble average) and imaging on the clinical cardiac data using Matlab.
• Developed an algorithm for calculating the new characteristics of the acquired cardiac signal using
Matlab.
• With Matlab, built a human body model simulating the initiation and propagation of the medical
signals, such as cardiac electrical activities. Modeled the recorded cardiac signals with the new
sensor.
• Designed and tested circuit for medical signal feature (QRS wave) extraction.
• Designed data collection program for NI DAQ card using Labview and acquired clinical data (eg.
ECG, EMG, EEG).
Data Analyst Workers’ Compensation Assistance Bureau, Dept. of Labor and Industry,
Montana State Government (2008-Present)
• With Crystal Reports, designed Montana Fiscal Year 2008 Workers’ Compensation Annual Report
for use by the Governor, Legislature and workers' compensation community.
• Queried and extracted data from Oracle database with PL/SQL. Transformed and loaded data from
all kinds of data sources into SAS. Data Manipulation with SAS. Cleansed and merged data to
produce large datasets for further statistical analysis.
• Conducted statistical analyses and built statistical model (e.g. time series analysis, trend projection,
logistic regression, generalized linear regression, poisson regression, correlation, multivariate data
analysis, analysis of variance, path analysis, geographic analysis, SAS ODS, Proc SQL, Proc
Report, Proc Tabulate, and SAS Macro) using SAS to determine the work related injury incidence,
pattern, trend, spatial distribution, and benefits level. Created standardized and ad hoc reports.
Provided suggestions and recommendations to the legislature based on the research results.
• Developed an automated monthly query system of identifying, monitoring and tracking the
reporting and data quality of insurance reports, such as missing expected reports, extreme values,
and prioritized anomalies, resulting in 80% reduction of invalid data.
• As a Montana Utilization and Treatment (U&T) Guideline project member, gave presentation to
stakeholders’ group on Montana workers’ compensation data to assist stakeholders choosing
proper guidelines.
• As one of the hiring committee members, involved in hiring process including screening of
applicants, pre-hire screening and interview.
Adjunct Assistant Professor Embry Riddle Aeronautical University (2008-Present)
• Chaired master student thesis committee.
• Taught classes: Algebra and Trigonometry for college students, Statistics Research for graduate
students.
• Based on an Online Blackboard/Learning Management System, designed and managed the course
instruction and material, which include syllabus, Powerpoint/PDF handout, instruction, homework,
test, course announcement, online discussion, and grade record.
