Development Project/Portfolio Manger

Project Managed software development and end-user engagement; supporting multi-year, client-facing BPO and

ITO outsourcing contracts with (1) Washington Mutual/JPM Chase, (2) American Express, and (3) Morgan Stanley.

Project Manager for typical Software Development Life Cycle (SDLC) activities required to develop customer

Project Managed and mentored staff of automotive software development for a Tier-1 automotive supplier.

Institutionalized software development processes resulting in a successful SEI CMM Level 2 certification in May

2004. The organization develops embedded C code for their complete (software, hardware, and RF) automotive

components. Accomplishments included:

• Managed six concurrent GM software projects that developed tire pressure monitoring and remote

keyless entry automotive sub-systems

• Developed and maintained project plans, risk/issue registers, requirements specifications and project

schedules

Independent Verification & Validation (IV&V) services for the State of Michigan’s Child Support Enforcement

System (MICSES). Under contract with Michigan’s Department of Management & Budget, and as directed by the

U.S. Administration for Children and Families, audited the Requirements Engineering Key Process Area (KPA) for

the state’s 368-person organization. The engagement included an initial six-month assessment and two follow-up

semi-annual assessments. Accomplishments included:

• Base lined the development organization against Software Engineering Institute (SEI) Capability Maturity

Model (CMM) Level 2

• Analyzed and critiqued system process documentation and project artifacts

• Interviewed state technology resources, both Michigan and contractor organizations

• Documented the Systems Development Life Cycle (SDLC) and Project Management Methodology

(PMM) currently in use within Michigan’s Child Support Enforcement System

• Defined the technology to deliver the SDLC as both a printed desk reference and HTML from a single

data source

• Produced process descriptions, tasks, templates, and tools for the missing portions of their PMM and

Performed initial Assessment (As-Is) phase of Business Process Reengineering (BPR) engagement for the Capital

Area United Way. This not-for-profit organization manages a yearly pledge, collection, and distribution campaign of

policies.

Developed a Project Portfolio Management (PPM) methodology for the State of Michigan’s Department of State. A

Managed software development of an image-based Remittance Processing application. The application was

installed with 40 clients across 46 sites in 10 countries on 5 continents. Accomplishment included:

$1.5 million

• Successfully delivered 3 separate development efforts over a 3 year period on time and within budget
