Managing system life-cycle management activities of the Capital Asset
Management System - Military Equipment (CAMS-ME) system, required by
Statement of Federal Financial Accounting Standards 23. The success of
this congressional-managed program satisfies one of the Departments key
priorities for business transformation and audit compliance.
Responsibilities include:
. Managed the budget, billing, and expenses for a large engagement of 40
employees and 6 million dollars a year.
. Key author in several documents (e.g., Acquisition Strategy, Acquisition
Program Baseline (APB), Test Evaluation Master Plan (TEMP), and Systems
Engineering Plan (SEP)) supporting multiple Acquisition Milestone
decisions.
. Supporting the configuration management process by analyzing the Program
and the Component's proposed system changes and advising the client on
design options. Also as test scripts fail configuration changes are
identified, documented, and provided to the Configuration Control Board
(CCB) for review.
. Managed the requirements writing, gathering, organization, and
documentation. This involved collaboration with the SPAWAR System Center
developers to narrow the scope, writing testable requirements, creating
change requests, briefing management on the status, and documenting each
requirement for the release.
. Led the construction and maintenance of the Detailed Test Plan. Produced
and included the test scripts, checklist, and schedule, which are all
separate appendices from the main document.
. Defined entrance and exit criteria for each test event. Reported the
results of each test event and go forward testing strategies to the
government lead (General Schedule 15) and project sponsor (Senior
Executive Service).
. Managed each of the CAMS-ME test events including Unit, Integration and
User Acceptance Testing. This involved creating agendas for test members
to execute scenarios/scripts, ensuring compliance with exit and entrance
criteria, and managing each day of testing (holding kick-offs, ensuring
testers have the resources and system access they need, training testers
on scripts and testing tools, monitoring progress made by testers,
tracking testing results, and holding daily wrap-up meetings).

Comptroller quarterly financial reporting data for military equipment.

EProcurement module (Procure-to-Pay) for DLA's EBS financial system.
Responsibilities include:
. Project Manager for a team tasked to ensure the EProcurement
implementation is compliant with all federal laws and regulations on
financial reporting.
. Managed the effort to trace all 3386 requirements for DLA's EProcurement
SAP module to their functional process area, internal controls,
associated risks, and test results.
. Managed the effort to validate the testing of requirements linked to
internal controls.

Department of Defense, Defense Travel System 10/02 to 1/05
Provided clients with analytical and technical support by conducting
system tests to identify and correct deficiencies within the software
saving detrimental system downtime. During testing used several tools
like Test Director to complete scripts. Managed the correction of
application issues or deficiencies determining viable solutions and
system workarounds. Performed project management duties and led an
implementation team of one or two employees per site to set up the
official travel system for the Department of Defense ultimately
resulting in a promotion to Senior Analyst. Worked directly with the
client providing training on the new travel system and solving any
change management issues. Managed and delegated the process of
importing customer information into the database for sites as large as
8,000 people. Produced weekly status reports to track the progress of
each site and keep management aware of any oncoming issues or risks.
