Mr. Dickey's career has included positions in state environmental
regulatory agencies, scientific support in federal emergency chemical
response, analytical and research environmental laboratories, and private
consulting for petroleum, energy, chemical, and industrial facilities.
Technical responsibilities for projects have included Data Quality
Objective (DQO) development, sampling and analysis planning, data
evaluation, modeling, technical assistance, reporting, and integration of
human health risk assessment into strategic site management planning and
agency negotiations. Management responsibilities have included project task
leadership and project management from proposal to closure and records
archiving.
Summary of Experience
Remediation and Risk Based Corrective Action
. First, Second, and Third tier human health risk evaluations for sites
throughout the United States. These sites included USTs, automobile
parts manufacturing, refineries, wood treatment facilities, and
commercial and residential properties.
. Identified appropriate toxicity and exposure standards for unique
compounds.
. Conducted soil, groundwater, and air sampling and risk assessment
reporting for abandoned fuel distributor sites, oil refinery, natural
gas pipeline metering station, railroad derailment sites, and chemical
plants.
. Served as the committee member of the La DEQ Risk Evaluation and
Corrective Action Program (RECAP) regulatory development committee
with technical specialty in Solid Waste regulations and petroleum
analysis. Co-wrote the Soil Re-use section of RECAP and revised the
Louisiana Solid Waste Regulations to incorporate RECAP.
. Instructed fellow environmental professionals in the application of
Louisiana's risk-based corrective actions in a series of seminars.
Compliance and Permitting
. Negotiated alternative compliance goals for a waste stream regulated
under the Louisiana Solid Waste Regulations.
. Inspected for and enforced LDEQ Solid Waste regulations as an
Environmental Scientist for 5 years.
. Wrote and managed Solid Waste enforcement actions (Compliance Orders,
Orders, Orders to Upgrade/Close) on behalf of LDEQ.
. Reviewed Solid Waste inspections for potential violations of permits
and regulations.
. Represented the La DEQ Solid Waste Division as a regulatory specialist
in administrative hearing proceedings.
Incident Response and Site Investigations
. As a regulator, volunteered for additional duty as an incident
responder. Responsibilities included on-call shift work for all hours
and all days responding to a site, managing immediate emergencies,
coordinating hand-over to higher level incident commanders (the
Louisiana State Police), and providing technical support for on-going
operations.
. Set up, equipped, and managed a field laboratory. Performed on-site
analysis of benzene impacted soil and groundwater at an emergency
benzene pipeline release site with prototype GC-FID equipment. This
resulted in 1 hour turn-around of air, soil, and water samples instead
of 24-hour best speed off-site analysis.
. As a member of university department with the nation-wide contract
providing scientific and technical support to NOAA, assisted the US
Coast Guard identify potential fate and transport pathways for large
chemical spills as well as provided 8-hour HAZWOPER refresher
training.
. Planned, prepared, and oversaw numerous subsurface investigations
including: installation of soil exploration borings/monitor wells,
soil and groundwater sampling, aquifer testing, surface water
sampling, air monitoring, and excavation activities
. Mapped facilities and sample points with GPS systems. Coordinated
production of site plans combining historical and current aerial
photography, topographical maps, and GPS data.
. Railroad derailment air monitoring and environmental emergency
response support.
