DishNetwork Inc (Jan 2006 to Present) - Senior IT Manager / SOA

Principal Program Manager/Acting Director - responsibilities included:

setting up IT, Business, Testing and User Teams for the delivery of

multiple projects across numerous internal and external partners with

a multi-million dollar income. Responsible for software development

of large and small projects, work assignments, verification of

deliveries and milestones as well as the negotiation of deployments

with the Business and IT Teams. Responsible for budget management of

several million dollars and multiple matrixed team members for a SOA

transition projects. The Project is completely re-engineering the

traditional architecture methodology, software development, Automating

testing and automating the deployment activities.

Release Manager for numerous releases responsible for ensuring

detailed requirements are met with IT development. Responsible for

creating detailed development, integration, test, releases, and

deployment project plans including milestones and schedules with

Management Office Director for eCommerce, with responsibilities for

for junior Project Managers. Responsible for budget management of over

$7 million dollars. Managed resource loading, work load definition,

work assignments and monitoring of software products delivery and

direct interface with clients.

Senior Program Manager for multi-million dollar Programs including the

development, definition, scheduling and budgeting. Responsible for

the definition, equipment selection, migration of application and

software development for a compliance Program. The Program

encompassed defining the business and system requirements, designing,

coding, with unit, full Integration and System Testing and deployment

of an upgraded software system. The Program had over 100 personnel,

requiring direct interfacing and coordination with 6 different

Directors and their staff for .Net corporate enterprise. Release

Manager for a $25 million release. Responsible for complete

deployment, including all coordination with Business resources for

sign off of all code, deployment cycle of servers, verification of

work installation, UAT, Production review and Prod fixes. Release

took two full days to complete due to size and complexity.

Senior Project Manager - Responsible for management of business

initiatives for the Wholesale Market Unit, including monitoring of

budgets, resources, critical dates, Program status, risks, issues, and

dependencies. Providing guidance, assisting with solutions and

directing work for diverse telecommunications requirements over

various separate, assorted teams from differing backgrounds and

knowledge bases. I have also worked .NET projects for Qwest which

provided the ability to directly connect to the internet with a GUI

interface for real time information. Directed and assisted other

Janus Funds /State of Colorado (HHS) /Ciber (April 1998 to April 2000)

Senior Program Manager for IT Development Projects: Derived and validated

operations requirements, analysis of requirements definition,

documentation, software development and delivery, scheduling, resource

allocation, workload definition for numerous implementation and development

projects. Managed and directed staff of over 50, to the completion of

systems design for hardware and software systems, design coordination,

software rewrite requirements, integration, equipment selection, and

testing without interruption to everyday working needs. Derived and

managed Implementation Plan, schedule, resources, Test Plans and Script

writing and budgeting for project needs. Responsible for writing of all

Deployment Plans, deployment coordination with 5 different teams,

Senior Project Manager for Y2K and Testing: Derived and validated

Y2K implementation project. Responsible for the management and control of

the project staff and the training, work requirements, software upgrades

and delivery. Responsible for the Y2K plans, definitions and interface with

the other State Directorates to ensure a comprehensive Testing plan and

Mitigation for problems. Managed and .directed the HHS Y2K staff ensuring

that all requirements, testing and interfaces were completed prior to Y2K.

CoBank / AIC (November 1996; June 1997 to April 1998)

Senior IT Project Manager for a major Banking corporation for three

separate departments, Fund Accounting, Compliance and Legal.

Responsibilities included completing Business Requirements, verifying

Business Needs, obtaining funding sources and resources, directing and

controlling subcontractor activities, and testing Manager for the

three disciplines, with responsibility for the review, testing,

control and acceptance of results in a real time, streaming

implementation for the Calciner project. Completed Value Engineering

MCI CORPORATION /Computer Horizons - (June 1996 to November 1996) -

Project Manager: Derived and validated operations concepts,

requirements analysis decomposition, requirements definition and

allocation for Avantel International. Managed the completion of

systems design for hardware and software systems, design coordination,

software quality & configuration control and integration and selection

of equipment to meet systems requirements, with a team of 10 people.

KAISER-HILL, LLC / Dept. of Energy - (November 1992 to June 1996) -

Organizational Development Consultant: Functioned as a senior OD

consultant to two vice-presidents. Developed strategies, processes and

change techniques to facilitate incorporation of new company policies

and initiate the change process within established groups. Provided

guidance and expertise relative to change management, team

building/chartering, progress/process assessment tools, partnering,

August 1992) - Deputy Home Shop Manager: Provided guidance and

education to senior/middle management on specific skills and behaviors

necessary to implement change and complete program requirements.

professional, supervisory, skills and technical systems. Managed

careers of personnel assigned to me including training, job

assignments, career progression, knowledge transfer and external

Systems Engineering Project Manager: RMA Manager responsible for

system engineering Reliability/Maintainability and Safety Analysis

segments for a major Department of Defense ground mobile

communications hardware/software system with budget in excess of

$5,000,000. Supervised the performance of system/equipment level

analyses and other key analyses such as Failure Modes, Effects

Analysis (FMEA) on voice and data equipment, predictions, trade

studies, maintenance, and integration and life cycle usage. Wrote,

directed and completed full military standards testing requirements.

UNITED STATES ARMY / Department of Defense and Army - (Retired

Reserve. Dates of Service - 7/77 to 9/01) - Project Manager for

numerous military systems (satellite, microwaves, MATEs, MARTs,

fixed/mobile/computer assets), as well as the personnel, development

and telecommunications requirements. Directly responsible for all

training of personnel assigned to company, assignments, clearances and

job rotation. Designed, developed, and implemented training,
