Baltimore City Community College
Human Resources Director providing both strategic and tactical services to
Baltimore City Community College, a Higher Education Institution, Maryland
University Program. Member of Executive Staff of a 2000 employee's
organization comprised of independent contractors, faculty and adjunct
instructors. Responsibilities include traditional HR functions with
expanded roles in employee development, learning management for
professional staff.
Selected accomplishments:
o Assessed and developed recruiting policies and procedures, redesigned
process to be more efficient and to include social networking.
o Implemented customized training plan for professional staff on key
traits and business efficiencies to enable professional's staff to

Director of Human Resources and Recruiting
Managed Human Resources and Human Capital for 17 locations and 4 wholly
owned subsidiaries. Responsibilities included staffing, retention, employee
relations, training and development, salary administration, orientations,
accident prevention, compensation studies, performance management, key
performance indicators as well as unemployment cost control. Managed all
benefit programs, health and welfare, insurances, 401K and executive
compensation plans. Instituted HRIS system for employee information,
integrated to Deltec.
Selected accomplishments:
o Revamped Health and Welfare Program which resulted in annual savings
of $420,000.
o Project Manager for staff augmentation project. Reduced turnover from
over 40% to fewer than 15%.
o Recruited for hard to fill positions for Department of Defense and
other clients. Filled 38 positions in 45 days, all with secret
clearances.
o Led recruiting efforts and instituted unique on-boarding process to
streamline the fielding of efforts personnel in Gulf regions with CAC
