Applicant seeks position in an engineering support function as
Assistant Resident Engineer, Senior Civil/Mechanical QA/QC, Senior Safety
Officer or a combination thereof. Training and history in tunnel
construction, safety and medical. Availability is immediate for a
permanent position.
WORK HISTORY/KEY PROJECTS:
NYC DEP, the North River WPCP - NR96 / Contract #200******** HAKS/Stone &
Webster/SHAW (JV). "Addition of thickening Centrifuge system including
control units, alarms and fire suppression. Hypo chlorination storage
facilities with containment areas, Polymer storage/distribution with
containment areas and permanently installed warehouse storage units."

Contract: $10,840,000.00 +/- (prior to any changes and/or additions).
Position: Sr. Inspector; class 4, Construction Management Site Safety
Officer (CMSSO). Acting Assistant Resident Engineer (as necessary,
untitled due to Construction Management manpower numbers insufficient to
meet DEP title requirements (billing reasons). Acting Site Resident
Engineer (responsibilities as necessary with limited authority during
personnel changes).
Daily supervision of Contractors crews and the work preformed, assuring
conformance to contract specifications, drawings and details as well as
strict accordance to DEP site safety requirements. Assurance that
contractor's and Construction Mgt. Team's approved "Site Safety HASP" is
being followed uniformly and implemented in a manner consistent with the
spirit intended. Other duties consist of design/development of forms and
recording documents for HAKS/Stone & Webster/SHAW JV for all aspects of
field duties.
Constant updating of recorded milestones, monitoring critical path.
Reviewing and recording take-off data for management as requested,
implementing subcontractors background checks, reviewing and documenting
OSHA required contract personnel safety requirements, "open door"
communications maintained between field, main office, Contractor & Subs,
owners, Union personnel, etc., wherever and whenever needed. Intervene
with redirection and information for RFI's, RFC's, change orders, as well
as daily, weekly and monthly reports to include photographic documentation
under all conditions. Heavy influence in data and factual background
analysis for RE's reports as well as Monthly I & T (Issues & Tasks)
meetings.
Maintains filing system as set forth according to DEP requirements.
Documents all infractions, injuries and violations that fall under OSHA
regulations and documents with approved forms for submission and inspection
as required. Receiving all copies of deliveries to the field crew,
examines for suitability and requirements by contract specifications.
Site housekeeping and monthly/weekly safety inspections preformed and
documented. Observes with close attention to detail. Conscious
performance of duties with recommendations, in the Safety role, to all
personnel of both the Contractor and, and if necessary, to the Construction
Management team as well.
New Jersey Highway 1 & 9 North, Tonnelle Avenue, spanning +/- 7.0 miles.
Title: Senior Inspector.
Duties: Total revamp of traffic, lights, storm drains, roadway surface.
Concrete, rebar, hazardous waste removal, grading, resurfacing roadway,
traffic management in coordination with North Bergen Police Department and
New Jersey State Police. Traffic/pedestrian safety with emphasis on
preventative measures. Routinely reviewed on daily basis with state and
municipality enforcement agents.
Route 80 Rockfall Mitigation Protection Program, Township of Roxbury,
County of Morris, Borough of Mount Arlington, US Route 80 Westbound between
exits 30 and 28, State of New Jersey, spanning +/- 0.55miles. Title:
Nicet III Inspector/Safety Inspector.
Duties: Total familiarization with site plans, change orders, T&M and
baseline schedule for Critical Path Management. Performed daily site
safety inspections consulting current OSHA standards, coordination with
blasting crew, drilling crew, laborers, teamsters and operating engineers.
Heavy daily interaction with general contractor and affiliates, documenting
various methods used to improve and eliminate hazards to the general
public. Responsible for state daily site reports, including manpower,
activities, equipment, etc. Interpretation of engineering submittals for
"as built" submissions. Heavy interaction with NJ State Police
construction traffic unit and NJDOT administration. Ability to deal with
contractors, subcontractors, neighboring residents on a daily as needed
basis. Responsibility for oversight of rock fall mitigation protection and
barricades. Referenced, as needed on a daily basis, traffic control plans,
electrical plans, lighting plans, estimates of quantities removed from
site, drainage plans, environmental impact studies and general protection
to the public at large. Photographing, filming and documenting quantities,
techniques and manpower for blasting, clearing and removal of rubble in a
safe manner. Duties similar to what might be expected of an Assistant RE.
Transportation of reports between main office and site. Exacting details
of all quantities, consumables and rubble, displaced and all other items
attached thereto.
Metropolitan Transit Authority of New York City 7th Avenue Subway Extension
Project # CM-1311 (41st to 24th Street along 11th Avenue). Title: Lead
Inspector of Sites A, J, P, K, M and N.
Duties: Overseeing contractors QA/QC, reports, projections and
mobilization for project containing active subway connection, three
stations and assorted building of site mechanicals.
WP-103 Wards Island WPCP, BNR Treatment & Improvements, Contract 79G
Structure & Equipment. Title: Senior Civil & Mechanical Inspector. Lead for
Mechanical/Civil, HVAC, Electric and Plumbing. Heading crew in all
disciplines. Immediate second to Assistant Resident Engineer. Charged
with overseeing all T & M.
This project is a reconstruction/rehabilitation of an existing water system
on Wards Island receiving sludge from Manhattan, the Bronx, and via DEP
shallow draft shipping. Sludge is pumped westward from the shoreline to
initial batteries and returned via aeration system to the Hudson River.
Responsibilities include overseeing final inspection and approval of
mechanical and civil engineered job aspects under the direct approval of
Resident Engineer and Project Manager. Since starting with Hazen & Sawyer,
I have been asked to also assume position of Lead Inspector on 79 Electric,
79 Plumbing and 79 HVAC. Inspection staff is ample to assist with such a
broad spectrum of contracts. Receive daily reports from field personnel,
back-up inspect and interpret findings by inspectors. Duties also include
installation, lay-out, construction, etc. of cast in place and fabricated
manholes, concrete duct bank, water-tight walls, manhole and pumping
system. Current projects under the G contract include elevated 44 inch
aeration line plus concrete pads for installation into aeration tanks.
Primary and secondary settling tanks are mainly concerned with 79P
contract, which should commence in December of 2007. 79E contract
consisting of heaters, raceways, duct banks, heavy cable splicing and
installation has just begun in main pumping galleries and in sedimentation
tanks, as well as riverside hypo chlorination facility. Primary concern in
G contract is with rebar layout, shop drawings, concrete and concrete
testing (concrete testing not performed by this inspector, however all
paperwork and recently established DEP required testing schedules run
through this inspector). Also I assure compliance with current concrete
specification and ACI testing procedures.
Otherwise examination and understanding of all contract drawings, memos and
documentation are examined and disbursed as necessary on a daily basis as
instructed by the Resident Engineer. Heavy interaction with office
personnel on 78, 74, and 79 through engineering and secretarial staffs.
Daily contact with safety representative and familiarity with OSHA
requirements are enforced (i.e. fall protection, tag-in/tag-out, etc.).
New York City Water Tunnel Project/ Stages II and III. Title: Project Field
Engineer/ Inspector. 1st and 2nd shift site inspector for Shafts 31B, 30B,
29B, 28B, 27B, 25B and 24B. Tunnel TBM inspector for Shaft 26B. Heavy
tunnel boring work. Scope of project extends between the boundaries of the
borough of Manhattan. NYC Department of Environmental Protection,
Supervisor: Contractors: Schiavone/ Shea/Frontier Kemper Constructors,
Inc., a Joint Venture.
Duties: Heavy daily interaction with contractor and subcontractors.
Drawings, permits, journals, logs, daily reports, blasting reports,
blasting plans, site placement and photographic records are
responsibilities to understand. Enforce QA/QC per contract specifications.
Interaction with all branches of project safety programs and personnel.
Keeping records for detailed blasting reports designed and provided by
myself for the DEPNYC. Reports include pounds, lead-in line, delays, caps,
blasting pattern, hole depth and numbers, etc. Required to have a clearance
by NYPD and NY State Police, NYC Bomb Squad (NYFD) and separate security
background checks for shaft segments (13 and 14) as part of Homeland
Security requirements (voluntary submission as requested by the DEP).
Site liaison to local community including John J. Law College, Fordham
University, hospitals, fire departments as well as coordination of data
with the NYC Bomb Squad, Department of Transportation and NYPD, as related
to each shaft site worked.
Site sound, vibration and air blast monitoring, physical inspection of
damage claims, time sheets and training of new inspectors placed on site.
Experience with shotcrete, foam insulation lining for freeze plants, steel
concrete form work, wooden bulkhead, electrical and fall hazard abatement,
sheet steel, sidewalk and roadway repair and replacement in inspection
role. All shaft sites being returned to the community as green space,
therefore contaminated soil/material abatement and site spill control is a
very high DEP priority.
Rehabilitation of the Weehawken Tunnel for New Jersey Transit Light Rail
System. Located at U.S. Routes 1 and 9, Tonneley Avenue, Weehawken, New
Jersey. Tunnel includes 2 tracks, underground station and elevator shaft.
Owner: N.J. Transit Light Rail. Title: Field Engineer.
Duties: Interpretation of drawings, schedule and performance criteria. All
work placed into daily report format. Pre and post inspection of work area
to assure contract specifications are correctly met.
Majority of background in heavy tunneling and construction with TBMs, soft
ground shield work mining, drill, shoot and muck out (6 simultaneous
headings), liner plates, lattice girder, rebar, pumped shotcrete and poured
concrete with ULMA, Bernold and EFCO hydraulic/electric form travelers.
Various shotcrete placement and robots including Meyco and schwing pumps.
Finish critiqued and quantities recorded. Normal OSHA Safety practiced and
enforced.
Along with the above-listed qualifications, daily reports, detailed logs,
stationing with heavy interaction with survey teams. Form work, scaffolding
and shoring, inspected for form, function and safety prior to use.
Bergen Tunnel Rehabilitation project, north tube # 01-035. Owner: N.J.
Transit Rail Services. General Contractor: Merco, Inc./ Austin Powder Corp.
Title: Construction Inspector.
Duties include written journal and record keeping in multiple formats
including Windows, interpretation and evaluation of multiple simultaneous
contractor and subcontractor functions including demolition, fulfillment of
contract specifications as written, manpower, material removal to offsite
locations with appropriate written reports. Recovery and recording of
unexploded ordinance, safety hazards and violations, recommendations and
follow-through of procedure implementation. The job site is over one mile
in length with two tubes and six shafts.
Sandhog with Local # 147
TBM construction and operation, hydraulic shield construction, heavy
caisson, cofferdam, sewer construction and compressed air/free air tunnel
work, assistant to project superintendent. Relevant family history of
tunnel construction spanning 45 years. Prior construction projects/tunnels
include: Catipano & Grow (N.Y.C.), Poieor & McClain (N.Y.C.), Perini & Ball
(N.Y.C.) and New York State Water Tunnel Project - Roosevelt Island
location, all shafts and TBM.
TRAINING:

OSHA, RFA and Federal laws. For underground active work construction.
