Managed projects for maintenance upgrades and enhancements to Human
Resource Management System. Turned around failed Y2K project for this
system starting January 1999. Reorganized and delivered the project by
August 1999 while being monitored by third party Y2K auditor. Used the
project to reorganize development environment, tighten and correct
security issues from failed security audit, implement and test Disaster
Recovery Plan, and automate manual operations providing better use of
staff. Project plans were developed and monitored using Microsoft
Project. Other projects included designing and implementing call
tracking system for help desk and evaluating software for add-on products
including reporting tools and benefit management system.
Directed systems analysts, technicians, and supervisors/project leaders
and help desk team, including contractors and state personnel including
performance evaluations and training development plans for state
employees, interviewing state and contractor personnel, contract
administration.
Administered multi-million dollar budget for the HRMS unit. Budget was
separate line item enacted by the State's legislature and had its own
Performance Criteria evaluated by the State Legislature. Sought out
interested users to contribute funds from their budgets to hire
contractors and implement cost and time saving enhancements in the
system.
Assigned as Deputy Project Manager on the State's Technical Team for the
second implementation project of the new Child Support System after first
implementation failure. Created and adhered to
project schedules using MS Project, created estimates, managed the new
system's testing and support, coordinated interface testing with over 32
systems belonging to state and federal agencies and third party
processors, and managed successful new system production implementation
and production support, supported the legacy system transition including
data clean-up, continuing legacy system programming support and shutdown.
These tasks were completed successfully and on-time, avoiding payment of
multi-million dollar penalties for federal non-compliance.
Managed projects for the State's legacy Child Support System, reducing
processing costs by 15%, providing 25% more online time, automating
manual operations tasks, permanently fixing recurring production
problems, and providing ad hoc reporting to support data clean up
activities and statistical information to the State Legislature.
