As Risk and Opportunity (R&O) Manager, leads the risk and opportunity
management effort for the Exoatmospheric Kill Vehicle program. Specific
responsibilities include maintenance of the Risk and Opportunity Management
Plan, orchestrating the R&O Review Board, working with program personnel to
identify, document and track risks and opportunities, provide R&O
management training, POC to the government risk management process and
board. Supported development of the Quick Reaction Capability (QRC) for
Systems, capabilities, and materiel desired by the government that may have
major variations in urgency, technology maturity, and life cycle
considerations. QRC streamlines the Integrated Product Development System
(IDPS) to meet these variations in urgency.

Ground Segment Interface Test lead for Systems Testing of the NPOESS
Preparatory Project. Authored Test Cases,Test Procedures and conducted
Tests for all Ground Segment Interfaces. Member of the Systems Integration
ICD Team supported the technical lead and authority for interface
definition and integration for the NPOESS Common Interfaces and Services
ICD. Coordinate the interface design, development, and changes among
Ground Segments and external customers concerning the NPOESS Common
Interfaces and Services ICD. Perform system analysis of NPOESS Common
Interfaces and Services interfaces to ensure design meets requirements and
data throughput id feasible. Document, publish, and coordinate the
configuration management of the ICD through the Raytheon and Northrop
Grumman Space Technology configuration management process. As the Ground
Segment Integration Lead, perform verification of interfaces and ICDs
across ICDs to ensure correctness and consistency of ICD interfaces.
Support the NPOESS interface integration activities to ensuring all ICDs of
the ground system are compatible, consistent, and technically sound and
meet ground segment architecture requirements. Support Operations Concept
(OPSCON) development for specific areas relating to interfaces to include
thread scenario development. Structure and developed interface
requirements mapping and validation. Support interface validation and
verification definition. The assigned duties of Ground Segment Integration
Lead also include test an evaluation and verification of the NPOESS Ground
Segment.

As a member of the Requirements Integration Team, worked in development
International Space Station (ISS) requirements allocation documentation,
hardware Interface Control Documents (ICDs), and Prime Item Development
Specification (PIDS) from DDT&E to Sustaining Engineering and maintaining
them in support of Systems Engineering activities. This position required
extensive interfacing with NASA. Requirements focal for ICD and PIDS
changes in conjunction with NASA. Support Functional Configurational Audit
(FCA) / Physical Configurational Audit (PCA) efforts for S0 Integrated
Truss Segment (ITS) and all Photovoltaic Modules (PVM).
Element Systems Engineer responsible for developing and maintaining the ITS
S0, S1, P1, S3, P3, S5, P5, PVM P4, S4, P6, and S6 elements and their
associated ICDs along with two Government Furnished Equipment (GFE) ICDs.

Program Management Engineer
As a member of the Los Angeles Network Technical Support office, worked
directly with the Satellite Control and Data Handling Division of the Air
Force Satellite Control Network (AFSCN). This division is the prime
integrator for the entire AFSCN. Provided technical support to the Defense
Satellite Communications System (DSCS) and Defense Meteorological Satellite
Program (DMSP) Program Integration Officers. Supported network
modifications for DSCS launch and early orbit and on-going mission support.
Monitored and performed Service / Deficiency Report analysis to insure
specific modifications were performed according to criticality.
Administrator for the AFSCN Common User Element (CUE) Interface Control
Working Group (ICWG). Managed interfaces within the CUE and between the
CUE and other systems. Managed the Interface Documentation Database by
continually assessing their adequacy and impact of modifications on AFSCN
CUE interfaces and interface documents. Assisted in development and
coordination of Goddard Space Flight Center / Air Force Satellite Control
Network Interface Control Document.

encompassed satellite operations design and planning, requirements

Transportation System missions for Department of Defense space vehicles.
Provided direct technical and management support for these selected
government programs. Developed scripts in conjunction with NASA for Joint
Integrated Simulations, which involved both NASA and USAF flight teams, and
managed/coordinated overall simulation procedures. Supplied organization
flight capabilities, mission constraint/flight requirements assessment and
flight safety approval. Performed design integration on vehicle subsystems
and prepared and review subsystem specifications. Member of design
review/working groups relating to computer resources and software
engineering/integration for Hughes Aircraft, NASA, and Air Force Program
